On July 25, 1995 Saint Paul police officer Shoua Cha, while on duty, stopped at Sam's
Dairy. Ms. Duncan, an employee at Sam`s Dairy, filed a claim against officer Cha based
on his conduct while at Sam's Dairy. I have reached a settlement with Ms. Duncan's
attorney in the amount of $4,500.
