96-91� ` `� � LJ L..+ � Council File # -� 1 �� t q � Green Sheet # 3 3 o g � RESOLUTION CITY OF SAINT PAUL, MINNESOTA PresenCed By COmmittee: Date 1 2 � J 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 WHEREAS, on January 25, 1995, the Council of the City of Saint Paul approved an interun zoning ardinance (Ordinance 95-19) which is effective for a period of one year and which placed a moratorium on the establishxnent of new pawn shops; WHEREAS, Section 3 of the interim ordinance provides for the extension of the ordinance beyond January 25, 1996, by resolution in the event such extension is required to complete studies and adopt possible amendments to the zoning code; WHEREAS, it is apparent that the studies of the pluuiing commission and deliberations of the City Council to consider amendments to the zoning code will require additional time; and will be brought back to the City Council by Sune 30, 1996; NOW, THEREFORE, BE IT RESOLVED, that the City Council extends the interim ordinance (Ordinance 95-19), continuing the moratorium on the establishment of new pawn shops for a period of one year, or until the completion of studies by the Pianning Commission, and deliberations of the City Council and the enachnent on new zoning regulation if deemed appropriate, whichever occurs first. This moratorium has been requested by the Office of License, Inspections, and Environmental Protection and Police Department. � ADVANTAGESIFAPPROVED: This will be part o£ a revamping of the laws concerning pawn shops; licensing regulations could be changed to-require electronic recording of pawn transaotions and zoning regulations could be changed to allow pawn shops only in the most ,appropriate business districts.
