RESOLUTION TO EX7`END THE ZOMNG COMMENT PERIOD
BY REQUESTING A CLARIFICATION 7`O MINNESOTA STATUTES,
CHAPTER 248, ARTICLE 18
1 WE-�REAS, the 1995 Minnesota Legislature enacted a law, Chapter 248, Article 18, requiring
2 any political subdivisions in Minnesota, including the City of Saint Paul, to either approve or
3 deny zoning applications within 60 days of City accepting completed zoning applications; and

WFiEREAS, the statute adopted states ° An agency may extend the timeline under this
subdivision before the end of the initial 60-day period by providing written notice of the
extension to the applicant "; and
WHEREAS, this provision cannot be put into effect because of the lack of clarity in the language
relating to the subdivision in which the timeline is established; and
WHEREAS, such time is needed in some cases of complex zoning applications, where District
Councils and the Planning Commission may not be able to review them within the 60 days
currently allotted; now therefore, be it
12 RESOLVED, that the Saint Paul City Council requests the 1996 Minnesota Legislature to clarify
13 Chapter 248, Article 18, so that the approval process of zoning applications may be extended an
14 additional 60 days, thus in some complex cases giving the City, and any other political
subdivision in the State, 120 days to either approve or deny zoning applications.
