RESOLVED, that pursuant to Minnesota Statutes 471.59, commonly referred to as the "Joint
Powers Act," the proper Caty of Saint Paul o�cials are hereby authorized and directed to execute
the attached joint powers purchasing agreements with the City of Maplewood and with Scott
County, said agreements providing for the joint purchase of equipment, materials, services, and
supplies as needed, copies of said agreements to be kept on file and/or record in the Deparhnent
of Finance and Management Services.

JOINT PURCHASING AGREEMENT
THIS AGREEMENT, is made and entered into this day of , 1995 by and
between the City of Saint Paul (Ramsey County, Minnesota) and Scott County, Minnesota.
WHEREAS, the City of Saint Paul and Scott County, pursuant to the provisions of
Miunesota Statutes 471.59 are authorized to enter into an agreement to exercise jointly the
governmental powers and functions each has individualiy; and
WHEREAS, the City of Saint Paul and Scott County desire to combine their purchasing
functions for the purchase of equipment, materials, services, and supplies to secure more
favorable prices and conditions;
NOW, THEREFORE, IT IS HEREBY AGREED, by and between the parties hereto as
follows:
1. The City of Saint Paul shall, pursuant to the procedures set forth in the Saint Paul City
Charter and applicable State Statutes, make joint purchases for both Scott County and the City
of Saint Paul of whatever same or similaz equipment, materials, services, and supplies are
authorized and requested by both the City of Saint Paul and Scott County. Similarly, Scott
County shall make joint purchases for the two entities in accordance with all applicable Statutes
and policies.
2. Each pariy shail make payment directly to the vendor according to established
procedures.
3. Neither party shall assume any responsibility for the accountability of funds expended
by the other or the issuance of a purchase order by the other parly.
4. Each party shall be separately accountable for its own expenditures of public funds
made hereunder.

5. After bids have been received by the designated purchasing department on behalf of
both entities, and awazded, each party shall enter into its own contract or agreement with the
vendor.
6. As mutuaily agreed upon, the parties may shaze the costs associated with the shared
bidding process.
