WIiEREAS, under Saint Paul's National Discharge Elimination System (NPDES) permit and the
State Disposal System (SDS) permit, the City is required to eliminate sanitary sewer regulators
in separated areas that allow combined sewage overflows to the Mississippi River, and
WHEREAS, the Department of Public Works Inflow and Infiltration (I/I) program has conducted a
detailed field investigation of 18,764 acres in Saint Paul and has identified approximately
$2,000,000 of sewer work that will remove extraneous storm water fiow into the City's sanitary
sewer system so those regulators can be eliminated and
10 WHEREAS in the City's Budget Goals and Policies, Item F-41, states that "every effort will be
11 made to maximize federal and state grants and aids to finance the required service delivery",

and,
WHEREAS, the Minnesota Pollution Control Agency has determined that the i/I program is
eligible for the state's low interest loan program administered by the Minnesota Public Facilities
Authority, and
WHEREAS, it is necessary that the Council designate the individual(s) authorized to execute
required application forms and submission of data on behalf of the City. The Councii of the City
of Saint Paul does hereby designate and authorize the Director of the Department of Public
Wor+cs, or her designee, to execute the loan application on behalf of the City, and to execute all
other required documentation required by the State's agency as part of the said loan application

NOW THEREFORE BE IT RESOLVED, that the Council of the City of Saint Paul approves the
loan application for the I/I program in the amount of $1,500,000 for the capital construction and
the necessary inspection and design.

The Minneso�a Public Facilities Authority administers the Water Pollution Control Revolving Fund. This fund offers low
interest loans for projects meeting eligibility requirements. The Minnesota Pollution Control Agency has determined that
the Inflow/Infiftration Program is eligible for that loan.
