96-869, P�C��� r�t�� � - ��3��g� Council File # `� (a — $ �q Green Sheet # 3 S� l � RESOLUTION RESOL UTION REQ UESTING THE CHIEF OF POLICE TO ASSESS THE FEASIBILITY OF CREATING A METROPOLITAN GANG UNIT 1 2 3 WHEREAS, the City of Saint Paul is experiencing a surge of gang-related violent criminal activity, and WI�REAS, gang activity and gang violence aze not limited to the geographic borders of Saint Paul, but rather, they aze experienced by much of the Twin Cities Metropolitan Area, and 4 Wf�REAS, both the 1994 Mayor's Transirion Team Report, "Making Saint Paul a Safer City," and the joint 5 1992 Saint Paul and Itamsey County report "Why Gangs?
