pursuant to Minn. Stat. § 238.083, subd. 2, (1994) and St. Paul Adxninistrative Code 430.032
to consider whether the requested transfer of the cable franchise from Continental Cabievision
of Saint Paul to U.S. West, Inc. may adversely affect the cable subscribers. The pubiic

Re: Applicadon to Transfer Cable Franchise
Dear Mr. Zeula:
Pursuant to Minn. Stat.§ 238.083, subd. 2, (1494), and St. Paul Administrative Code
§ 430.032, the City of Saint Paui has determined that a public hearing is necessary
regarding the agpiication of Continental Cablevision of Saint Paul, Inc., to transfer the
cable franchise to U. S. West, Inc. It appears that the transfer of the franchise may
adversely affect the company's subscribers. On the affirmative side, this hearing will
also serve the purpose of ineeting the public hearing requirement necessary before
granting a transfer. A copy of the public no[ice is enciosed.
