RESOLUTION
CITY OF SA1NT PAUL, MINNESOTA �

1 WHEREAS, The State of Minnesota Department of Natural Resources, Recreation
2 Services Section, Trails and Waterways Unit has matching expense funding available
3 through the National Recreation Trail Fund, and
4 WHEREAS, the City of Saint Paul is an eligible applicant and desires to submit an
5 application for funding of up to $47,726.55 to assist in the purchase of new snow
6 grooming equipment to better maintain its more than 23 miles of Cross Country Ski
7 Trails;
8 NOW THEREFORE SE IT RESOLVED, that the City of Saint Paul act as legal sponsor for
9 the snow grooming equipment purchase project contained in the National Recreational
10 Trail Funding Act Application to be svbmitted by August 2, 1996 and that the Mayor and
11 proper city officials are hearby authorized to apply to the Department of Natural
12 Resources for funding of this project on behalf of the City of Saint Paul, and
13 BE IT F'URTHER RESOLVED, that the City o£ Saint Paul has the legal authority to
14 apply for financial assistance, and the institutional, managerial and financial
15 capability to ensure adequate purchase, operation, maintenance and replacement of the
16 proposed equipment for its useful life, and
17 BE IT FURTHER RESOLVED, that the City of Saint Paul has not incurred any costs,
18 has not entered into any written agreement to purchase snow grooming equipment, and
19 BE IT FURTHER RESOLVED, that the City of Saint Paul has not violated any Federal,
20 State or Local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict
21 of interest or other unlawful or corrupt practice, and
22 BE ST FURTHER RESOLVED, that upon approval of its application by the state, the
23 City of Saint Paul may enter into an agreement with the State of Minnesota for the
24 above-referenced project, and that the City of Saint Paul certifies that it will comply
25 with all applicable laws and regulations as stated in the contract agreement and
26 described in the Compliances section of the National Recreational Trail Funding Act, and
27 BE IT FINALLY RESOLVED, that the Mayor and proper officials of the City of Saint
28 Paul are hereby authorized to execute such agreements as are necessary to implement the
29 project on behalf of the City.

The Division of Parks and Recreation wishes to apply for a grant from the DNR to help
purchase a new trail groomer. The maximum grant amount would be $47,726.55 which
represents 50% of the project cost.

RE: Council Resolution for DNR Grant Application
Attached is a Council Resolution requesting approval for the Division to apply for
a matching grant from the DNR through the National Recreation Trail Fund. If
approved by Council, we can apply for a grant of up to $47, 726.55; one half of
the cost of a new Pisten Bulley 110. If we get the grant, it further authorizes us
to purchase the machine.
The actual chances of getting the full amount are slim. We have qualified
through the pre-application process. The actual grant application is due to the
DNR by August 2nd.
