The Council further finds the 8 frequent parking of vehicles in this residential area by these non-residential users has created 9 residentia{ problems of a safety, environmental and aesthetic nature. 10 1 i THEREFORE; to enhance the quality of {ife in residential areas by reducing noise, traffic 12 hazards and litter; to reduce air pollution and other environmental factors, and to preserve the 13 safety of children and other pedestrians; to preserve the character of this district as a residential 14 district and to protect the residents of these areas from unreasonable burdens in gaining access 15 to their residences; 16 17 NOW, THEREFORE, BE il" RESOLVED; that the following parking regulations shafl be in 18 effect in the residential area near the College of St. Catherine: i9 20 1. Zones will force students to park in the designated campus parking lots rather than in front of residents' homes all day. Residents wiil be able to park in front of their homes if they purchase a$10 permit for their car. Also, residents will be able to have visitors and utility people park in front of their home rather than two blocks away. )ISADVANTAGES IF APPROVED: Residents pay $10 for each permit, each year.
