On January 17, 1996 a car driven by Public Works Department employee Wayne Engel, backed into a 1992 Buick LeSabre owned and driven by Leboia Bland. Ms. Bland was stopped behind Mr. Engel, waiting for traffic to clear. As a result of the collision, Ms. Bland's vehicle sustained significant damage.
