RESOLVED, that, upon execution and delivery of a release in full to the City of Saint Paul,
the proper Ciry officers are hereby authorized and directed to pay from the Tort Liability
Fund, 09081-05, to American Family Insurance as subrogee for I.eboia Bland, the sum of
$3,243.79 in full settlement of their subrogation claim for damages sustained on January 17,
1996 as a result of an accident with a City-owned vehicle at or near Hamline Avenue, St. Paul.

On January 17, 1996 a car driven by Public Works Department employee Wayne Engel, backed
into a 1992 Buick LeSabre owned and driven by Leboia Bland. Ms. Bland was stopped behind
Mr. Engel, waiting for traffic to clear. As a result of the collision, Ms. Bland's vehicle
sustained significant damage. I have reached a settlement with her insurance carrier in
the amount of $3,243.79.
