37 FURTHER RESOLVED, the City Council hereby agrees to save and hold harmiess the Ford
38 Motor Company and Saxon Ford against any claims of injury or property damage atiributed
39 to the negligence of ciry agents or staff in the use of the vans subject to the limits
40 of Minnesota Statute 466.

Graffiti undermines property values, makes merchants, customers, residents and visitors
feel unsafe and gives the City a negative image. Rapid removal is in the best
interest of the City, its residents and businesses.

manner, while at the same time, giving the young people who participate the
opportunity to have a stake in the safety and welfare of their co�nunity. It also

Team Clean! � � "�
A Proposal to Respond to Community Concerns
Mission:
The primary mission ofi Team Clean is to respond immediately to grafitti complaints on
commercial property throughout the City, The secondary mission is to provide support to
community efforts to remove grafitti quickly throughout the neighborhoods.
Structure:
Team Clean would be comprised of several Saint Paul Summer Youth Jobs Program par-
ticipants working under the direction ofi a Future Force Program supervisor. They would be
housed in the Saint Paul Parks and Recreation Program -- using garage facilities currently
available.
Working closely with the QfFice of Citizen Service, Team Clean would be calied upon each
work day to immediately respond to overnight tagging of commercial sites. In addition,
they would have telecommunications capability to respond on-site during the course of the
day to any tagging problems.
When requested, with reasonable notice, Team Clean, would be involved in special com-
munity projects to assist in private property concerns -- and would, if requested, assist in
the cleaning of private property with the appropriate waivers of liability.
COSts:
The costs of Team Clean would be born largely through contributions and donations. The
costs of salaries are already born in the Summer Jobs Program, as are all appropriate
workers' compensation and insurance needs.
The following items will be sought for donation:
" 2 vans to use to transport people and equipment. Vans would be painted with Team
Clean logo and phone numbers people can call for information and help.
� Paint removal equipment - non-toxic
" Paint and possibily mobile paint mixing equipment
" Paint brushers, rollers, roller extensions, paint caps, overalis
' Shirts and caps with Team Clean Logo

Attached is a resolution accepting a gift from the Ford Motor Company for use in a summer
youth graffiti eradication program. This gift, in the amount of $2,500, will help address the
growing problem of graffiti in a more efficient manner. I will be bringing this resolution in
under suspension at this afternoon's Council meeting.
