RESOLUTION INT PAUL,.MINNESOTA � WHEREAS, the Metropolitan Division is soliciting projects or programs to be federally funded by the Hazard Elimination Safety (HES) category, the Bridge Replacement and Bridge Improvement (BIR) category, and the Railroad Crossing Safety Program; and WHEREAS, these solicitations will award Federal funds for projects or programs for Federal Fiscal Years (FFY) 1999 and 2006 for the STP and CMAQ programs, FFY 2000 for the TEP program, HES and BIR categories, and Railroad Crossing Safety Program, and WHEREAS, all STP, CMAQ, and TEP submittals must be received or postmarked by the Metropolitan Council by 5:00 P.M., Monday, January 8, 1996; and WHEREAS, all HES, BIR, and Railroad Crossing Safety Program submittals must be received or postmarked by the Metro Division of MnlDOT by 5:00 P.M., Monday, January 8, 1996; and WHEREAS, the Departments of Public Works, Planning and Economic Development, and Parks and Recreation staff have reviewed the qualifying and ranking criteria for these categories and programs and based on the criteria, city programs, plans and needs, submit the following projects or programs for submittal to the Metropolitan Council or Mn/DOT tor review, rating and recommendation for Federal funding: Ghilds Road Railroad Crossing Improvement Instafl rubberized material on at grade crossing, located east of Warner Rd. to improve safiety. Transfer Road Railroad Crossing improvement lnstall rubberized material on at grade crossing, located north of University Ave, to improve safety. Burr Street Bridge Replacement Remove and replace deficient bridge over ihe Phalen Corridor. Arcade Street Bridge Replacement Remove and replace deficient bridge over the Phalen Corridor. Rail Systems and ravine. Lowertown Gateway Project Install pedestrian and streetscape enhancements on Sibley Street from the River Landing to Mears Park. Construction Information System This is a joint project with Minneapolis and the Metro Division of MnIDOT to develop and implement a metro-wide informatian system to provide the motoring public with road construction and obstruction information. Hamline-Pascal North-South Bikeway Connector Create a north-south bikeway to connect Como Park, Midway Parkway and the Como Avenue Bikeway south through Energy Park to a proposed Marshall Avenue bikeway. Includes a new bicycle-pedestrian bridge over the Burlington Northern Railroad, off street paths and on street bike lanes as necessary.
