96-778Arn�'ntoe — �I�et9� R�SOLUTION Presented Referred To � ,O�' S�INT PAUL, MINNESOTA :, v..� � � , aa Council Filc #�•��$' Green Si�eet # t'113 q Committee Date WHEREAS, in 1994 the City Council authorized the City to submit an Empowerment Zone/Enterprise Community Applicafion to the U.S. Department of Housing and Urban Development (IIUD), as Council file 94-815; and WHEREAS, in 1994 HUD awarded the City a$2.95 million dollar Enterprise Community grant subject to complering a Memorandum of Agreement which requires the City to identify specific specific Enterprise Comxnunity activities, projects, programs and benchmarks; and WHEREAS, the City has reviewed the recommendations for funding and made allocations for projects; and WHEREAS, preliminary allocations provide funds for projects which will make important contributions to the lives of the residents of the Enterprise Community and revitalize the core areas of our community; and WHEREAS, the preliminary alloca6ons were made without allocating funds for the predevelopment work for th�Dale Street Shops Site; and t��c�.�r�a� �$���� \� ������ WIIEREAS, the redevelopment of brownfield sites is an nnportant objecfive for a central city like Saint Paul and will provide importaut job opportunities for the residents of the Enterprise Zone; and WIIEREAS, the funds for the Polluted Lands Program which provide funding for redevelopment of Williams Hill ($1,000,000) and inifial analysis of the Masson Steel Site�Da�� s�<e��s ($300,000) were approved as part of the initial allocations; and WHEREAS, the City believes an important use of part of the $300,000 set aside for work on the Masson Steel site should be to begin analysis on the Dale Street Shops site; and �0.s..� ��\ NOW, THEREFORE, BE IT RESOLVED, the city Council hereby approves allocating $50,000 of those funds in the Polluted Lands Program for the predevelopment work on the Dale Street Shops Site.
