Sergeant William Snyder, of the Saint Paul Police Deparlment, has been recruited to serve on the Asian Youth Task
Force. During the life of this agreement, Sgt. Snyder will remain an employee of the Saint Paul Police Department and
the County will reimburse the City for his salary and related fringe benefit costs.

AGREEMENT
RAMSEY COUNTY SHERIFFS DEPARTMENT
AND
CITY OF SAINT PAUL - DEPARTMENT OF POLICE
An Agreement effective the lst day of 7anuary, 1996, by and between the City of Saint Paul, Saint
Paul, Minnesota (City) and the Ramsey County Sheriffs Department.
WITNESSETH:
WHEREAS, the Saint Paul Police Department and the Ramsey County Sheriffs Department
desire to interchange their employees for Yhe purpose of training Sheriffs personnel and enhancing
law enforcement skills, and
WHEREAS, this Agreement is authorized and subject to Mianesota Statutes 15.51-15.59,
IT IS MUTUALLY agreed by and between the City and the Ramsey County Sheriffs Department
as follows:
Effective upon approval by the Saint Paul City Council and the Ramsey County Sheriff,
any emplayee of either jurisdiction mutually agreed to by the City and Sheriffs
Department, will be placed on an intergovemmental mobility status from the City or
County Sheriffs Department for up to twenty-four (24) months, commencing January 1,
1996.
2. This Agreement may be ternunated at any time, with a minimum of 30 catendar day
written notice by the County or the City.
During the duration of this Agreement, any employee sent from one jurisdiction to the
other shall remain the employee of the sending jurisdiction, and their duties during the
period of detail will be governed by agreement between the sending agency and the
receiving agency. Each employee sent and received hereunder shall first be acknowledged
by an exchange of letters between the jurisdictions for the purpose of calculating length of
service, and reimbursement of salaries and fringe benefits under this Agreement.
Employees will continue to accrue and retain any benefits, seniority, compensation with
and from the City or County in accordance with any current and subsequently approved
City or County administrative procedures and/or policies and labor agreements, including
any increases in compensation that may occur during the twenty-four (24) month period of
this Agreement.
4. During the duration of this Agreement, either jurisdiction shall reimburse the other for 100
percent of salary and related fringe benefit costs, on a monthly basis.

5. During the duration of this Agreement, each jurisdiction shall maintain the necessary
workers' compensation and unempioyment insurance as required by law as it affects
exchanged employees. Each sending jurisdiction shall pay all benefits as required by the
Mimsesota Statntes, Chaptec 176.
6. Nothing in this Agreement, explicitly or implicitly, shaii be construed ta be an offer or
pramise of permanent empioyment to any empioyee exchanged.
7. Each jurisdiction will submit invoices monthty which wiil be paid within 3d days of receipt.
Final invoices at the end of each fiscal year (the month of December} witl be submitted no
later than January 31st of each calendaz year.
8. Each jurisdiction reserves the right to reject tt�e seivices of an employee from the other
jurisdiction upon twenty-£our (24} hours notice and such rejection shalt not constitute a
termination of t}us Agreement.
