WHEREAS, on July 13, 1994, the City Council af the City of Saint Paui established the Cuitural Capita!
Investment (Cuituraf STAR} Program, C.F. 94-1005; and
WNEREAS, the Culturai STAR Program is funded with ten percent of an additionai one-half of one
percent saies tax on sales transactions that occur within the city, pursuant to Minnesota Statutes, Chapter
297A, authorized by the State of Minnesota, Chapter No. 375, Sec.46; and
WHEREAS, the purpose of the Cuiturai STAR Program is to fund capital projects ta further cuitural
activities; and
WHEREAS, the Museum Management Company, a Minnesota Sub S Corparation to 6e incorporated is
requesting assistance to develop a museum focused on the life and work of artist, and Saint Paui native
LeRoy Neiman in the Jemne Buiiding, 345 St. Peter Street; and
WHEREAS, the City Councii has expressed an interest in having this museum on this site; and
WHEREAS, the Cuiturai partion of the projsct loan wiN be made in accordance with the Gulturai STAR
loan guidelines; and
WHEREAS, this resolution loans unailocated STAR grant and STAR loan funds to the HRA vacant
buiiding program for the Neiman/Jemne Buiiding project; and
WHEREAS, any funds rea�ized from lease or sate wiii be apptied against this toan to the HRA; and
WHEREAS, this resolution authorizes oniy the Cuiturai STRR portion af the proposed spending pia
NOW, THEREFORE, BE IT RESOLVED, the City Councii approves the Cuiturai STAR funding po�
the Neiman/Jemne Building Project; and
BE IT FURTHER RESdLVED, that the City Gouncit pursuant to section 10.07.1 of the City Chart
approves the changes to the budget listed below.
