VJFIEREAS, it is the intent of the City Council to review during the first quarter of 1996 all concepts regarding the
possibility of a consolidated Communication Center between the Saint Paul Police and the Rainsey County Sheriff's
Office. Not predetenning the outcome, the City Council will work with the Mayor's Adcninistration, the Chief of
Police and the Sheriff's Office to list all parameters far such discussions to evaluate including but not limited to
fivaucing, call loads, personnel, replacement of CAD Systems, Channel5 coverage and the 800 NTIIz system, and
6 Aithough the program objecfives and dollars were not placed in contingency there was agreement between the
7 Administration and the City Council to work collaboratively and collectively before going forward with any
8 proposals, and
9 WHEREAS, any consolidafion plan must include the possibility of locating all functions under Saint Paul as well
10 as the possibility of locating the functions under the Ramsey County Sheriff, now, therefore, be it
11 RESOLVED, that Council Research, with the assistance of the Budget Office, is to analyze and coordinate the
12 presentation back to the City Council by the entire group of people discussing this.

1 Whereas, the St. Pau1 Police Department and the Ramsey County She ' s Department currently operate
2 Communication Centers for the purpose of dispatching police vehicles; an
3 Whereas, on October 4, 1995 the Ramsey County Sheriff offered to pr vide Police Radio Communications to the
4 St. Paul Police Departmern on a fee for service basis; and
5 Whereas, the St. Paul Department now estimates that there is a$8�66,000 savings to the taxpayers of the City of St.
6 Paul under that proposal; and �'

SUBJECT: Substitute Resolution for #96-72 re: Police Communi tions Center
A substitute resolution for Council File #96-72 (re: Police Communications Center) was
moved, amended and adopted by the City Councii at the January 24, 1996 meeting. Since
the substitute resolution was not written at the time of adoption, I have, as Secretary to the
Councii, created a written resolution that reflects the action taken by the City Council.
Because discussions preceding the adoption of the amended substitute resolution were
complicated and, sometimes, inconsistent, I have reviewed the video tapes of the meeting
to determine the o�cial language for the resolution, The attached substitute resolution for
Council File #96-72 reflects my understanding of the Council action.
The recitals are the same language as appears on the Finance & Budget Committee
Recommended Changes document of 12116/95 as referenced by Councilmember Rettman
in making the substitute motion.
The resolution is the language of Councilmember Bostrom's amendment as stated by
Council President Thune immediately before the role call vote. Counciimember Bostrom has
reviewed this language and agrees that it reflects the intent of his amendment.
