The plumbing was inspected and it was recommended that the drain on the laundry tub be vented. He then hired a plumber to vent the pipe on the laundry tub. He was advised by the plumber that in order to inspect the remaining pipes to see if they were vented, it would be necessary to teaz down walls in order to get at those pipes. He could not afford this expense and had no previous problems with odors nor drainage. - � Todd Benson, Fire Prevention, stated that according to the report, there had been a broken pipe which had leaked raw sewage into the basement. Mr. Burton explained that the building he was refening to was 659 Wells which was another property he owned and that this problem had been fixed. Gerry Strathman, Legislative Heazing O�cer, granted a five yeaz variance conditioned on verification by Fire Prevention that this was the correct property address. 863-865 Clark Street No one appeared; recommended denying the appeal. 99-101 Wilkin Street Stasia Vercos, property manger, appeared and stated that she was appealing the requirement to have the furnaces tested for carbon monoxide as part of the renewal for the certificate of occupancy. It was her desire to install carbon monoxide monitors in each separate unit which would provide for increased safety. Mr. Strathman granted the vaziance on the condition that the cazbon monoxide detectors to be installed were within the standards recommended by Fire Prevention. 171 Front Street Richard Phillips, properiy owner, appeared and stated that he was appealing the order to install separate and remote duplex outlets for rooms in addition to installing 20 amp circuits for each kitchen unit. The building was built in approximately 1930 and the electrical system had been updated in the early 1960's. He had consulted an electrician on what would be required to meet the code requirements and he was informed that the entire system would need to be rewired which would be a major expense. He emphasized that there had never been any problems with fuses blowing in any of the units. Mr. Benson stated that the 20 amp circuits were required for kitchens to accommodate modem appliances found in most homes. Upon inspection of the property, he observed many extension cords in some of the rooms in the units and suggested to the owner that he provide power strips which contain built-in circuit breakers. Mr. Strathman granted � five yeaz vaziance and suggested that the owner consider upgrading the electrical system within that time. Property Code Enforcement June 18, 1996 Page-2- �.(,-'l13 619 Lafavette Road Nancy Olson, properry manager for St. Paul Barrier Free Housing Corporation, appeared and stated that she was appealing the requirement to paint the exterior of the building. The building had been panated within the previous three years and the condition of the paint was not noticeable. This was a small, non-profit corporation providing subsidized handicapped accessible housing. They could not af#'ord to paint the building at this time. It was thei* intention to paint the exterior next year. � Mr. Strathman granted a one yeaz variance. vms
