BACKGROUND I am pleased to inform you that the people of Saint Paul, Minnesota and Tiberias, Israel seek to enter into a mutual Friendship Project relationship. 5ister City and Friendship Project connections provide an opportunity for people to experience and explore other cultures through long-term partnerships and also to create an atmosphere in which economic development and trade can be developed, implemented and strengthened. B. INTERNATIONAL FRIENDSHIPS With new technology, the scope of our personal and national universe has expanded greafly. In the United States alone , over 900 U.S. cities are linked with 1,500 foreign ciries in 110 different countries. The city of Saint Paul has formal sister city relationships with nine different countries. My recent trip to Israel left no doubt in my mind that these relationships are absolutely invaluable in fostering mutual respect and the opportunities critical to each of us as we work tagether in this new global, technological economy. SAINT PAUL-TIBERIAS FRIENDSHIP PROJECT: PARTNERSHIP 2000 � 6 ��OO June 13, 1996 Page 2 During my trip, I had the opportunity to meet Yossi Peretz, the Mayor of Tiberias, and I had the chance to visit this great city. I am proud to say that I felt a very special connection to the people of Tiberias. Peretz shared many of my feelings about what we need to do to work to�ether as a world, all 5 billion of us, to make sure that we preserve the values of mutual respect and cooperation. I believe that we are all members of a single community, one family that is globai in scope. As T have reflected about my recent trip, I have come to the conclusion that the people of Saint Paui and the People of Tiberias should establish a relationship that will further our common goals. This relationship will involved regular contact and will provide for the mutual exchange of information, culture and commerce. Israel has launched PARTNERSHIP 2060-GALILEE to catalyze development in the Negev, Galilee and 7erusalem and the Kinneret Region in particular, in which Tiberias is located. PARTNERSHIP 2000-GALILEE presents an excellent opportunity for Saint Paul and Tiberias to enter into a mutual partnership. The cities of Milwaukee, Minneapolis, Saint Paul and Tulsa are partnered with the Kinneret region. C. BUSIlVESS iMPACT: TOURISM AND SERVICE INDUSTRY There are many mutual benefits to working together to promote tourism in their region and ours. Tourism is a definite product of international relationships. Over 100,000 people a year travel from one city to another under the umbrella of Sister City Relationships. They spend close to $60 million annually on travel and related expenses. 7ust last August the Nagasaki Sister City Committee hosted over 200 7apanese visitors in Saint Paul. Tiberias is uniquely situated as a vacation and travel spot for midwesterners. It is among IsraePs national touring centers. It has 24 hotels with 3,100 rooms. Service industry opportunities abound for Saint Paul companies. They can learn from our service industry as much if not more than we can learn from their success as a premier spot for vacation and other recreational travel in Isnel. A. PEOPL�TO-PEOPLE DIPLOMACY Improved people connections are also created. Formal international programs were established when President Dwight D. He wanted to involve people and community organizations in personal diplomacy. This is an opportunity for the people of Saint Paul to personally participate in. During times of international crisis and conflict it is much easier to resolve our differences in a spirit of cooperation if we know and trust each other otherwise misunderstandings and prejudices prevail. E. FRTENDSHIP PROJECT Partnership 2000 is intended to be a multi-partner enterprise between the residents and local Israeli governments of the region, the Jewish Agency for Israei, the government of Israel and international communities. The Saint Paul-Tiberias Friendship Project: Partnership 2000 will formally initiate Saint Paul's participation in Partnership 2000. A Saint Paul Friendship Project committee will be formed to guide and develop the participation of Saint Paul. F. REGIONAL ABSTRACT The Kinneret Region is situated at the center of Israel's eastern strip. The region comprises eight local authorities inciuding the Municipality of Tiberias. Tiberias is the major urban center. An impressive landscape of mountains descend to valleys covered with cultivated areas and green spots, with the Sea of Galilee at the heart of it. The region is rich in water and numerous mineral-rich springs. The region has several nature reserves and national pazks. 1. SOCIO-ECONOMIC FACTORS The Kinneret Region has a population of 58,140. Tiberias has 35,600. Its median age is 23.2 compared to the national median age of 28.6. Tiberias has an unemployment rate of 7% as compared to the 4.3% national average. 2. DEVELOPMENT STRATEGIES Partnership 2000 tazgets development strategies in manufacturing, services and tourism for Tiberias. Tiberias is a regional service center for the Kinneret Region and Fastern Galilee strip for commerce, business and several national functions. Tiberias and the Kinneret Region are among Israel's national tourism centers. Tourism is planned to be continued as a major economic anchor. 4. PROPOSED REGIONAL PROJECTS - Developing health tourism focusing on a health resort or the alternative medicine center. - Developing an activiYy center focusing on history and Judaism, including a museum at the azcheological pazk and a 7ewish cinema. - Promoting an international community sports center serving the local population and tourists as well. - Estabiishing a Hotel School serving as an infrastructure for Tiberias hotels, in cooperation with 7ordan Valley College. - Developing tourism studies cunicula at schools, beginning with junior and senior high school G. PARTNERSHIP 2000 COMMITTEE A committee will be established whose charge will be to take advantage of every opportunity for mutual cooperation and sharing of information that will guide us forward.
