96-677Council File # � rJ'� Green Sheet # 3 � y 3 � RESOLUTION OF SAINT PAUL, MINNESOTA Presented Referred To Committee Date 1 WHEREAS, the State of Mumesota has announced a decision to replace its provider of telecommunicafion relay 2 service, the Deafness Bducation Advocacy Foundation; and 3 WHEREAS, this decision, if nnplemented, would close the Relay Center at 104 East Seventh Place and eliminate 4 the jobs of more than 160 employees on July 1, 1996; and WHEREAS, the loss of such a lazge number of jobs in downtown Saint Paul will have a significant negative impact on the economy of the City by reducing the critical mass of employees downtown, conceivably reducing the assessed value of the building or potentially draining City revenues to find new tenants for the building; and 8 WHEREAS, such loss of employment will be devastating to the many workers at D.E.A.F., many of whom have 9 disabilities that may severely limit future employment; and 10 WHEREAS, the State of Minnesota will pay more for relay services than could haue been provided by D.E.A.F. 11 in partnership with MCI; 12 NOW, THEREFORE, BE IT RESOLVED, that the City of Saint Paul announce its objection to the State's decision 13 to contract with a more expensive telecommunication service for communication-impaired persons at the expense 14 of all State taxpayers, adversely affecting the City's economy and causing severe hardship for employees, and; -2- 96- G'7� 2 BE IT F[JRTHER RESOLVED, City staff is requested to report back to the Council the circumstances of this 3 decision and options available to preserve the relay service in Saint Paul. The report would include 4 recommendations for City action to maintain the D.E.A.F. relay service in Saint Paul and/or what assistauce 5 wiil be made available from the State to either D.E.A.F. or its employees in the event the business closes on 6 July 1,1996; and 7 BE IT FINALLY RESOLVED, that the City Council requests that representatives of the State of Minnesota and 8 Sprint appeaz at the neat Council meeting to explain why Minuesota Relay Service cannot continue to be 9 located in downtown Saint Paul if Sprint is awazded the contract.
