WHEREAS, in 1994 the City Council authorized the City to submit an Empowerment
Zone/Enterprise Community Application to the U.S Department of Housing and Urban Development
(HtJD), as Council file 94-815; and
WHEREAS, in 1994 HUD awarded the City a$2.95 million dollaz Enterprise Community grant
subject to completing a Memorandum of Agreement which requires the Ciry to identify specific Enterprise
Community activities, projects, programs and benchmazks; and
WHEREAS, the City has appointed an Enterprise Community Advisory Board and initiated a
process to identify specific Enterprise Community activities, projects, programs and benchmarks; and
VJHEREAS, the Enterprise Community Advisory Boazd decided to use a request for proposal
process for soliciting community program and project suggestions and
received sixteen proposal applications; and
WHEREAS, the Enterprise Community Advisory Boazd and the Mayor have evaluated the sixteen
applications and forwarded their recommendations to the City Council; and
WHEREAS, approval of the programs and projects at this time means the CiTy must complete a
Memorandum of Agreement with HUD and the State of Minnesota in which the City must identify
specific activities and benchmarks for the recommended pro epts and programs; and

It is my pleasure to forward far your review and consideration proposed funding
recommendations for Saint PauPs Enterprise Community Initiative. You may recall
that in Deceniber 1994, the Department of Housing and Urban Development (HL1D)
awarded the City of Saint Paul a$2,950,000 grant for its Empowerment
Zone/Enterprise Community application. The grant was contingent upon the City of
Saint Paul refining its Enterprise Community programs and projects and also entering
into a Memorandum of Agreement with HiJD.
Eazly this year the Enterprise Communiry Advisory Board began work to determine
which programs and projects should be part of Saint Paul's Enterprise Community
Iniiiative. The Boazd decided to solicit community input and ideas through a request
for proposal process. The process was supplemented by two community wide
informational meetings along with staff facilitation services for proposals that required
collaboration among several agencies or groups. The Boazd received sixteen proposals
(Attachment A) and used a rating, ranking and interview process to evaluate the
proposals (Attachment B). The Advisory Boazd recommended that five proposals be
funded and that $150,000 be set aside to develop a coznmunications proposal for the
Enterprise Community.
I support the Boazd's funding recommendafions with one exception. Because of
Federal deadlines for finalizing our funding recommendations, I believe the $150,000
should not be placed into future proposal development, but rather, the top ranked

NeighborNET communications proposal be funded at $100,000 and that funding for the
Saint Paul Coordinated Housing Investrnent Program be increased from $SSQ000 to

On behaif of the Enterprise Community Advisory Board, it is my pleasure to forward for your

Zone/Enterpzise Community application. The grant was contingent upon the City o£ Saint
Paul refining its Enterprise Community programs and projects and also entering into a
Memorandum of Agreement with HiTD.
In developing it's Enterprise Zone programs and projects, the Advisory Board decided to
solicit community input and ideas through a request for proposal process. The process was
supplemented by two community wide informational meetings along with staff facilitation
services for proposals that required collabaration among several agencies or groups. The
Advisory Board received sixteen proposals (Attachment A) and used a rating, ranking and
interview process to evaluate the proposals (Attaclunent B). On April 18th, the Advisory
Board recommended that six proposals be funded. Subsequently, the Advisory Board learned
that one of the recommended projects, the Frogtown Entrepreneur Center proposal, had lost
site control of the building they wished to purchase. The Advisory Board at iYs May 23rd
meeting decided to rescind its funding recommendation for the Frogtown Entrepreneur Center.
In iYs place, the Advisory Boazd is asking that $150,000 be set aside to develop a
communications netwarking system for the Enterprise Zone.
The following recommendations reflect the Advisory Board's effort to select a strategic
funding package that would meet the goals of the Enterprise Community Initiative and
masimize economic opportunity for residents within the Enterprise Zone:
