1 WHEREAS, the Public Housing Agency of the City of Saint Paul (PHA) has provided
2 funding through the United States Department of Housing and Urban Development Drug
3 Elimination and Youth Sports grant programs for the McDonough Teen Council Pzogram since
4 1993,and
5 WHEREAS, the PHA grant funding from the Drug Elimination and Youth Sports
6 programs, including funding for this project, has expired and the McDonough Teen Council
7 faces programming reductions due to a lack of funding, and
8 WHEREAS, the Public Housing Agency of Saint Paul has committed to funding some
9 activities previously funded by the Drug El'unination program and Youth Sports Program, and
10 WHEREAS, as a result of this commitment, the PHA desires to extend the grant
11 contract with the City for the McDonough Teen Council program for the purpose of providing
12 funding for the program through December 31, 1996, and
13 WHEREAS, upon project approval the City of Saint Paul must extend the formal
14 contract with the Public Housing Agency of Saint Paul for the specific purpose of
15 implementing a teen council program at McDonough Recreation Center, and
16 WHEREAS, the Mayor, pursuant to section 10.07.02 of the City charter does certify
17 that there are available for appropriation revenues in excess of those estimated in the 1996
18 budget, and
19 WHEREAS, Council file 277520, adapted October 1, 1981 did establish certain Special

39 NOW THEREFORE BE IT RESOLVED, that the City Council authorize the proper
40 city officials to enter into the contract extension to accept and expend the additional
41 $11,250.00 funding available through the Public Housing Agency and approves these changes
42 to the 1996 budget and intends to authorize any unspent grant monies to be re-appropriated in
43 1997 to avoid a lapse in service delivery, the total not to exceed the above budget.
