We anticipate asking for donations of cash or services from the MCTO, SuperAmerica, Rainbow Foods, and Sally's Food Market. The total amount of solicitation is not expected to exceed $1,000. Officer Dean Koehnen will act as designee to solicit these funds and services. He anticipates spending some on-duty, but mosfly off=duty time on this project. Other police empioyees will also be contributing on or off-duty time. If this meets with your approval, please sign the attached Councii Resolution and forwazd it (along with a copy of this memo) to the City Attorney's Office. To remove handguns, sawed-off shotguns, artd b.b. guns from fhe streets of St. Paul that are being used to commit crimes. B. To remove unsafe or potentially dangerous guns from homes that may harm the innocent people in the home, or that may be stolen and then later used to commit a crime. C. To give the Police Department an opportuni#y to show the citizens and business owrters that the department is aware of the gun problem, and is making an effort to make St. Paul a safer place to live in and work. il. Strategies A. Offer an incentive other than a cash reward for peopte to turn in handguns, sawed-off shotguns, and b.b. guns and to be rewarded for it by providing a positive family atmosphere that people may not otherwise have the opportunity to enjoy without this program. B. For eacfi handgun, sawed-off shotgun, or b.b. gun that is turned in, the person will receive: 1. Two tickets to the Minnesota Twins game on July 4, 1996 at 5:05 PM donated by the Minnesota Twins. 2. Free bus transportation provided by MCTO, fo be picked up at Metro State University at 3:OOPM and to return to Metro State University at 9:OOPM. 3. Lunch consisting of hot dogs, chips, and soda, to be provided in part by the Minnesota Twins by offering a coupon, and the remainder of the cosf fo be picked up by SuperAmerica, Saiiy's Food Market, and Rainbow Foods. 4. Also no quesfions wiil be asked when guns are tumed in. Ili. Tactics A. Handguns, sawed-off shotguns, and b.b. guns are fo be turned in at each C?istricf House and Fieadquarters on Saturday June 8, 9996 anc� Sunday June 9, 1996 from 12:OOPM to S:OOPM. With the anticipated cooperation of each District Commander there wili be a licensed officer to receive the guns, and assisfance provided 9G-S?v by Neighborhood Assistance Officers and other Police Department Volunteers to hand out tickets and information regarding transportation and lunch, and to ensure the guns are tumed into the property room under the same case number. B. Advertisement of the program to be handled by media exposure through press releases, contacting local television station news departments, handing out of program information brochures to local business, schools, churches, homeless shelters, youth centers, and block clubs throughout St. Paul. The distribution of brochures fo be handled by Officer Dean Koehnen, Officer Chris Byrne, O�cer Shannon Hutton, and Diana Wilhelmson; Dayton's Bluff Block Club Coordinator. Scott Roberts, inc. wiil be providing the printing and design of the brochures. IV. Issues A. There wi►I be no cost to the St. Paul P.D. with the exception of minimal investigative time needed to investigate any stolen guns. B. Even if the total number of guns turned in is smafi, the program is still going to be a success by removing those guns, and showing the citizens that the Department is aware of the gun problem and making an effort to do something about it. C. This program we hope wili be more of a success than past programs because this program is not offering a cash reward that could possibly be used to purchase other guns, alcohoi, or drugs. Programs that have been done in Denver and Dallas have turned out to be successful by offering basketball tickefs in lieu ofi cash, and have yielded an average of 150 guns each. I think this program can be a success and a good public relationship between the Department and the citizens of St. Paul if it is backed by the St. Pau{ P.D. V. Reasons for my involvement A. Continuing increase in calls to the Department of crimes being committed using handguns, sawed-off shot guns, and b.b. guns. B. Statisticai data proving that there has been a steady increase in the number of gun related crimes in the last few years. Overafl weapons offenses have almost doubled from 140 in 1990 to 227 in 1995. 9`-S�D 2. The number of shots fired has risen from 23 in the first month of 1995 compared to almost 30 in 1996. 3. Aggravated Assaults with firearms has increased from 371 in 1991, peaked at 504 in 1993, and was sti►I at 381 in 1995. 4. Robberies with firearms is six times higher than the 58 committed in 1985, and was 366 in 1995. 5. Homicides with firearms has tripled from 6 in 1991 to 18 in 1995. C. A desire to give something positive back to the community that I serve by showing them that even just one officer can make a difference. D. I thought that if the recent Toy Gun Turn In Program was somewhat successful by offering Children's Museum tickets, that this program could be even more successful that the Department is of#ering. VI. Summary in closing I think that this is an excellent public relations apportunity for the Department and the citizens of the City of St. Paul to come together to do something positive for the community. By backing this program, I think that everyone involved can better thier commmunity by making the City of St. Paul a safer piace to live and work.
