REGARDING TA%-E%EMPT PROPERTY AS FIRST
PRIORITY FOR DEVSLOPMEDiT OF GOVERNMENT
WHEREAS, according to the Ramsey County Department of Property Records and Revenue,
23.92� of the estimated market value of real property in the City of Saint Paul is
exempt from property taxes; and
WHEREAS, the City needs to develop and expand its property tax base in order to
maintain affordable levels of taxation to finance City, County and School District
operations; and
WHEREAS, the need arises periodiaally to replace or expand government facilities
through development which will be exempt from property taxes; and
WHEREAS, Ramsey County is currently considering an expansion or replacement of its
Adult Detention Center;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Paul,
Minnesota, that we urge that property which is currently exempt froar real property
taxes such as the property occupied by the City of Saint Paul Public Safety Building
should receive first consideration as sites for development of the Ramsey County
Adult Detention Center and other facilities.
