This project will restore this azea to pre-settlement vegetation conditions, consisting of an oak savannah with an understory of prairie aMl woodland grasses and forbs. 15 NOW, THEREFORE, BE IT RESOLVED, that the City Council has reviewed ihe Phalen 16 Regional Park Oak Savannah Restoration project and authorizes the proper city officials to prepare and 17 submit a LCMR project proposal for review and possible funding, and 18 BE IT F[JRTHER RESOLVED, that upon approval of this project for funding by the LCMR, a 19 more specific resolution, including a project budget, will be submitted for City Council review and 2 0 approval. II. OUTLINE OF PROJECT RESULTS: A. Six acres of Phalen Regional Park, in the north portion of the park, lying between Phalen and Round Lake, presently consisting of a tree canopy ot large oak trees, a few other tree species, an understor,� of buckthorn, along with other exotic introduced shrub species, and a ground cover of bluegrass and rye grass; will be restored to its pre-settlement vegetation of an oak savannah. B. The turf, and exotic species such as European Buckthorn, that compromise the integrity of an oak savannah ecosystem wiil be removed. G. This conversion of a turf area inta an understory plant community of prairie and woodland of grasses and forbs will help to maintain biological diversity in the park. D. Reduce or eliminate the need for application of pesticides and fertilizers. E. Reintroduction of an ecosystem that has long been absent from the area. F. Increase rainfalV infiftration into the soil. G. Reduce sediment and nutrient loading of Phalen and Round Lake by reducing mowing of the area and overland water runoff. H. Reduce the non-point source poilution in Phalen and Round Lake. tll. CONTEXT: A. Significance: * Increase the quality of water reaching the Mississippi River; as the overfiow from Phalen Lake flows into the Mississippi River. ` Elevate the pubfic's awareness of piants and wiid{ife habitats in a managed landscape. ' The oak savannah that existed in this area prior to settlement has changed ecologically because of widespread successional displacement of oaks by more shade tolerant species, and the absence of fire as a component of the natural environment. � B.
