1 WHEREAS, the need for lead-based paint inspections have increased because
2 government agencies and home buyers desire to be aware of potential lead hazards
3 in homes; and
4 WHEREAS, the City of Saint Paul is actively involved in testing for and reducing the
5 hazards of lead-based paint in homes; and
6 WHEREAS, the State of Minnesota, the U. S. Department of Housing and Urban
7 Development and other agencies seek quaiified, well-trained agencies to perform lead-
$ based paint inspections;
9 NOW THEREFORE BE IT RESOLVED, that the City Council establishes a budget code
10 as a repository account for iead inspections performed by Saint Paul Public Health.

INITIATING PFiOBLEM, ISSUE, OPPORNNRY (Who. Whet, When, Where. Why):
The need for specialized lead hazard inspections and xisk assessment analysis has created an
opportunity for the City of Saint Paul through its Saint Paul Public Health Department to
extend its own Lead Programs by providing these services to other agencies including the
Planning and Economic Development Agency, the Minnesota Department of Health and the U.S.
Department of Housing and Urban Development. The funds received will offset the costs of
providing this service and allow the City to extend the longevity of its own programs at no
additional cost to the citizens.
ADVANTAGESIFAPPROVED:
' A budget code will be created which will account for the receipt and distribution of these
funds.
' Necessary lead inspections and risk assessments will be completed by qualified and well-
trained staff to fill a critical need for the Minnesota Department of Health, HUD and PED.
' These inspections will provide important information to property owners and occupants
detailin the otential sources of lead oisonin in the ro ert .
