1 WHEREAS, the I.egislative Commission on Natural Resources (LCMR) prepares and
2 presents a biennial recommendation to the Minnesota State L.egisiature for projects designed to help
3 maintain and enhance Minnesota's Natural resources, and
4 WHEREAS, the LCMR has issued its 1997 request for proposals including priority funding
5 strategies, for the biennium ending June, 1999, and
6 WHEREAS, The City of Saint Paul is eligible to submit project proposals for LCMR
7 consideration, with proposals due not later than February 23, 1996, and

13 NOW, THEREFORE, BE IT RESOLVED, that the Ciry Councit has reviewed the Hidden
14 Falls/Crosby Farm Regional Park Wetlands Restoration project and authorizes the proper city
15 officials to prepare and submit an LCMR project proposal the for review and possible funding, and
16 BE IT FURTHER RESOLVED, that upon approval of this project for funding by the LCMR,
17 a more specific resolution, including a project budget, will be submitted for Ciry Council review and
18 approval.

I. PROJECT SUMMARY AND RESULTS:

Phased restoration of approximately four (4) acres Mississippi River floodplain wetland in an unused
former marina harbor located within the Hidden Falis/Crosby Farm Regionai Park.
II. OUTLINE OF PROJECT RESULTS:
Project will provide for sitework and construction of a coffer dam and necessary silt barriers across the
former harbor entrance in the first phase which is proposed for LCMR funding.
Completion of this work wili lead to subsequent phases of material placement, grading and planfing to
be provided by the U.S. Corps of Engineers, the City and others, resul6ng in a four (4) acre restored
floodplain wetland environment.
ill. CONTEXT:
A. Significance: The former marina harbor is not used presenting an opportunity to provide wildlife
habitat improvement and to begin to close a visual and physical break in the wildlife corridor along
the Mississippi River at this location.
Dredge spoils and construction excavation are regularly removed from the river and discarded as
waste. The restoration plans wiil allow for coordination with the U.S. Corps of Engineers to use
suitabte clean material, etiminating the need for expes�sive transpottaUon and providing ihe material
needed to create a restored wetland for wildlife habitat.
