1 WI-IEREAS, the Legislative Commission on Natural Resources (I.CMR) prepares and
2 presents a biennial recommendation to the Minnesota State Legisiature for projects designed to help
3 maintain and enhance Minnesota's Natural resources, and
4 WHEREAS, the LCMR has issued its 1997 request for proposals including priority funding
5 strategies, for the biemmium ending June, 1999, and
6 WHEREAS, The City of Saint Paul is eligibie to submit project proposals for LCMR
7 consideration, with proposals due not later than February 23, 1996, and
8 WHEREAS, the Division of Parks and Recreation recommends the submittal of the following
9 proposal to the LCMR for grant funding consideration:

11 Development of materials and programs, including a high school service learning
12 program, to more fully utilize regional parks in St. Paul and Minneapolis for
13 environmental education.
14 NOW, TfIEREFORE, BE IT RFSOLVED, that the Ciry Council has reviewed the
15 St. Paul/Minneapolis Urban Interprative Program project and authorizes the proper city officials to
16 prepare and submit an LCMR project proposal for review and possible funding, and
17 BE IT FURTHER RESOLVED, that upon approval of this project for funding by the LCMR,
18 a more specific resolution, including a project budget, will be submitted for City Councii xeview and
19 approval.

I. PROJECT SUMMARY AND RESULTS:
Materials and programs, including a high schooi trauilng component, will be developed for
elementary students and the general public to more fully utilize Saint PauUMinneapolis regional
parks for environmental educalion.
II. OIITLINE OF PROJECT RESULTS:
A. Adapt e.+tisting curricula/programs and develop new materials for use throu�hout the
metropolitan park system.
B. W'ork with 4- 6 high schools in Saint Paul and Minneapolis. Recruit and train 100
high school smdenu to conduct envuonmental educational pro�ams in the regional
parks for elementary students and the public.
C. Research and develop 10,000 to 1�,000 guidebooks for each of the following
regional parks: Chain of Lakes, Como, Crosby, Lilydale, Minnehaha and North
Mississippi.
D. Conduct environmental education programs in the regional pad:s for a nunimum of 10,000
elementary school children.
E. Research and communicate information regarding ecolo� cal, social and economic issues
facing res onal parks to the public, carried out by High School students.
III. CONTEXT:
A. SIGNIF'ICANCE:
Although siguficant funds have been expended acquiring, developing and restoring the regional park
system in Saint Paul and Minneapolis, relativety few resources have been devoted to developing and
conducting interpretive/env'uonmental education programs within these parks. These parks contain some of
the Iu,,uhest quality natural resources and facdities within the state and are easily accessible to the urban
population. Since costs and time associated with transportation have often been cited as a major barrier to
out-of-classroom environmental esperiences, this problem can be m;�;m;�ed by utilizing these nearby sites.
Moreover, because these parks are also located within the larger context of the urban infrastructure and land
use, these sites har•e the potential to provide more integrated and relevant e�periences and insights to urban
students and the public.

As noted in "Green Print" and other documenu, urban students, particulazly culturally diverse
populations have not traditionally had the opportunity to participate in environmental education,
classes and field trips. This Urban Interpretation Program addresses these important audiences and
deficits with high school studenu providing instruction for elementary students. Current trends in
secondary education include longer class periods, emphasis on service-Ieaming and interdisciplinary
studies. Modeled after programs fovnd elsewhere in the country, high school students wifl receive
direct training on environmental and other related topics while having the opportunity to develop
leadership and self-reliance skills. In addition, students wil) be exposed to a variety of natural
resource, horticulture, zoological and other related professions often under represented by cultunlly
diverse populations, providin� potential career tracks.
As a result of borh the proximity of field sites, materials and trained interpreters, both
elementary studenu and the general public will also benefit from this Urban Interpretation Pr a�ram.
Participanu will gain greater awazeness and understanding of natunl resources, park-related and
sustainability issues and aze more likely to become involved in stewardship activities.
