RESOLVED: that the Saint Paul City Council hereby waives the 60% consent requirement for a block
party/special event permit for Grand Old Day 1996 to be held June 2, 1996, between the
hours of 8:00 AM and 6:00 PM, with the following conditions:

Sound from any stationary electronically powered equipment or device for the
production or reproduction of sound must not exceed ninety (90) DBA measured
from a distance of fifty (50) feet from the source.
2. To prevent sales of alcoholic beer to minors, a uniform policy and procedwe for
checking ID's will be developed by the event sponsors and submitted to LIEP for
approval by May 15, 1996. The approved policy will be promulgated by the
event sponsor and training provided by same. All vendors of alcoholic beverages
must comply with these approved policies and procedures.

1 3. All staff and volunteers selling alcoholic beverages must have attended a certified
2 alcohol awazeness senunar within the 11 momhs prior to Grand Old Day 1996.
3 Each seller and volunteer must have proof of compliance auailable at the event.

1 am writing about a Black Permit appl+cation the Grand Avenue Business assoclation
submitted on March 5, 1996 for Grand Old Day scheduled for June 2, 1996.
Enclosed you wili find letters of support from both the Macalester-Groveiand
Community Councii and the Summit Hift Association supporting our request that you
waive the signature requirement for the Biock Party permit.
In addit�On, we wouid like to have your permiss+on to use Cambridge Street from
Grand Avenue to Summi# Avenus #or carnivai rides for young children near the family
area. The carnival area was formerly located in the tmmacu(afe Neart of Mary Church
parking lot. However, due to recant parking Ipt construction, they are no longer able to
accommodate this attraction.
Also, we wish to change the start time of our Block Party permit to i0:00 am (it was
iisted as y 1:00 am in our initiai appiication). The parade is starfing earlier this year
due to the Qlympic Torch relay likely traveling on Grand Avenue in the early morning.

Dear Chief Finney,
Un March 14 1996, the Board of Directors of the Summit Hill Association/District 16
Planning Councii heard a brief presentation from Bonnie Johnson, Brian Alton and
Steve �yon of the Grand Avenue Business Association. On behalf of the Grand Old
�ay Committee, they requested a waiver of the required block party permit petition in
order to close Grand Avanue from Dale to Fairview between the hours of 8am and
�pm on June 2, 1996 for Grand Old Day.
The Board of Directors of the Summit Hill Assoc+ation continues to work closely with
the Grand Avenue Business Association on this annual spring event and supports the
request of the Grand Oid Day committee for a waiver of the required petition in order to
ciose Grand Avenue.
