WHEREAS, the City of Saint Paul received a Notice of Tas Liability dated April 6,
1996, from the State of Minnesota stating that J& L Liquors, Inc. owed delinquent t�es to
the State of Minnesota, and;
WIIEREAS, J& L Liquors, Inc., 1537 University Avenue W., holds the following
licenses at that location: Liquor on Sale, Sunday On Sale, Off Sale Malt, Restaurant B and
Gambling Location Class C and Cigarette, and;
WHEREAS, Minn. Stat. §270.72, subdl (1994) requires the revocation of any license
for the conduct of a profession, occupation, trade or business held by an applicant who owes
$500 or more in delinquent taxes or has not filed returns, and;
WHEREAS, under said statute the State of Minnesota must notify the applicant of the
intent to require revocation of such license, and of their right to a hearing, and;
WHEREAS, a hearing under this state statute is expressly provided to be in lieu of any
other hearings ar proceedings required by law, which would include the hearing provisions of
St. Paul Leg. Code § 310.05, and;
WFIEREAS, the Cit7 has agreed with the Department of Revenue that the definition of
"revoke" as used in the statute is procedurally the same as the process used by the City of
Saint Paul for a license suspension, and;
WEIEREAS, the license suspension must be implemented within thirty (30) days of
receipt of the Notice of Tax Liability,
and is in effect until the commissioner issues a tax clearance certificate, and;

WI�REAS, no tas clearance certificate has been forwarded to the City of Saint Paul,
Office of LIEP, by either the applicant or the Commissioner of the Mivuesota Department of
Revenue,
NOW THEREFORE BE IT RESOLVED, that the licenses held by J& L Liquors,
Inc., 1537 University Avenue, to wit: Liquor on Sale, Sunday On Sale, Off Sale Malt,
Restaurant B, Gambling Location Class C and CigazetCe; be and hereby aze suspended
effective and will not be reinstated until such time as the City of Saint
Paui has received a taY cieazance certificate &om the Commissioner of the Miiuiesota
Department of Revenue, and has given written notice to the establishment of liftnig of the
suspension.

liability and under Minnesota Statute 27�.72 and/or 16D.08 subd. 2, you
must revoke the above named license within 30 days of this Notice.
Prior to this notification, the applicant was in ofi the right to an
Administrative hearing. According to Minnesota Statute 270.72 and�or
16D.08 subd. 2, no - further hearings are necessary in this action.
Once the delinquency has been resolved, a Clearance Certificate will be
