1 1996 YOUTHBUtLD APPLICATION
4 WHEREAS, the City of Saint Paul has been formally notified by the U.S. Department of
5 Housing and Urban Development (HUD} that it is eligible to apply for the Fiscal Year 1996
6 YOUTHBUILD Program funds; and
8 WHEREAS, the purpose of the YOUTHBUILD Program is, in part, to provide economically
9 disadvantaged young adults with opportunities to obtain education, employment skills, and
10 meaningful on-site work experience as a service to their communities and a means to self
11 sufficiency; and to partner this effort with an overall HUD goal of providing safe and affordable
12 housing opportunities for the City's low and moderate income residents; and
13
14 WHEI2EAS, the City, through its Workforce Development programs, and pro-active initiatives
15 with the Saint Paul Building Trades, the Saint Paul School District, the Saint Paul Public Housing
16 Agency, and other organizations has a demonstrated commitment to purposes and goals of the
17 YOUTHBUILD Program; now, therefore be it

20 RESOLVED, that Mayor Norm Coleman, as Chief Executive Officer of the City of Saint Paul,
21 is hereby authorized and directed to submit a 1996 YOUTHBUILD Program application to the U.S.
22 Department of Housing and Urban Development in such form as prescribed by the regulations of
23 said Department; and be it

26 FURTHER RESOLVED, that the Mayor or his designated representatives, are further
27 authorized to submit to the U.S. Department of Housing and Urban Development any assurances,
28 certifications, technical changes or additional infiormation that may be required by said Department
29 during their review of the City's 1996 YOUTHBUILD Program Application; and be it

FINALLY RESOLVED, that upon notification of approval of the City of Saint Paul's 1996
YOUTHBUILD Program by the U.S. Department of Housing and Urban Devefopment, the Council
does hereby authorize the proper City officiafs to execute a grant agreement and contract between
the U.S. Department of Housing and Urban Development and the City of Saint Paul.

On March 4, 1996, the U.S. Department of Housing and Urban Development announced funding availability for its'
YOUTHBUILD imitative. Staff from the Mayor's Office, PED, Americarps, Saint Paul Building Trades, Saint Pau1 Public
Housing Agency, and other organizations have worked closely to develop an application which will provide both educational
opportunities, and housing construction work experiences to Saint Paul disadvantaged young adults.
City staff will submit a YOUTHBUILD grant applicaCion to AUD by May 6,1996.

The City will not be able to seek grant funds through the I�UD YOUTHBUILD Program.
