includes cutting tall grass and weeds, haulin� away all garbage, debris, refuse and tires.
Also, all household items such as refrigerators, stoves sofa chairs and all other items.
In winter this includes the removal of snow and ice from sidewalks and cross walks.

following (Laid over from the Apri12, 1996 Legislative Hearing):

Guy 'Willits, Public Health, stated that the tenant at ttris property had contacted his o�ce and requested
an additional lay over of this matter.
Gerry Stratbmau, Legislative Hearing Officer, denied the request for an additional lay over and
recommended approval of the assessment.
�Oi Dayton Avenue
Nei1 Scott, properry owner, appeared and stated that he had received a notice to remove two refrigerators
from his properry. He had made arrangements with NSP to pick up the refrigerators, however, Public
Heatth requested that the refrigerators be removed grior to when NSP could pick them ug. He then made
arrangements with a refuse hauler to pick up the refrigerators the next day. He left a message with the
inspector that the refrigerators would be picked up the next morning and that if this was not acceptable,
to please let him i�ow. The inspector never returned his call and Public Health removed the refrigerators
that day. They also removed a stove which was not part of the order for removal and he contested them
taking the stove.
Mr. Votel reviewed the staff report and showed a video of the property.
Mr. Strathman recommended reducing the assessment to $40.
224 Bates Avenue
Chuck Votel, Pubiic Aealth, stated that this was an emergency boarding issued by the police to have the
building secured. Pubiic Health failed to notify the property owner of the pending assessment after the
boarding. He requested the assessment be deleted.
Mr. Strathman recommended deleting the assessment.

Mr. Willits reviewed the staff report and showed a video of the property.

Ivlargaret Pena, resident property manager of the apartment complex, appeated and stated ske had received
an order to cIeaz and widen the sidewalk firom snow. She immediately contacted the person in charge of
maintenance and he went out and cleared the sidewalk. The problem she had encountered is that when the
piows went by, they threw snow and ice back on to the atready cleared sidewalk.
Mr. Strathman requested to review the video of the properiy again. It was his conciusion that the snow
which was removed from the sidewalk was not new snow as ihe streets were cleaz from any snow and it
appeared that there was only a narrow path for pedestrians to walk through on the sidewalk. He
recommended approval of the assessment.
Roxanna Flink, Real Estate, stated that this assessment had been ratified by the City Council on April 10,
1996.

Street Fast. If the owner fails to comply with the resolution, Public Health is ordered to remove
the building.
Mr. Votel reviewed the staff report. The owner had posted a bond and had a code compliance inspection
completed. There was concem that the owner was conducting a business in the building and an order to
vacate was issued to cease any operation of a business in tlus building.
Dan Diebel and Clint Raabe, property owners, appeared and stated that it was their intention tA continue
repairing the building with a completion date of September 14, 1996. He pointed out that the building was
not presenfly occupied. He was concemed, however, with the proposed cost to repair the building
estimated by Public Health. Mr. Votel stated that the estimate to repair the building was an inconclusive
figure estimated by the inspector.
Mr. Sa�athman recommended that the owner be allowed to continue with the repairs to the building to be
completed by September 14, 1996.
5. Resolution ordering the owner to remove or repair the referencecl building, located at 1554 Almond
Avenue. If the owner fails to comply with the resolution, Public Health is ordered to remove the
building.
Mr. Votel reviewed the staff report.
No one appeared; recommendation was for approval.
6. Resolution ordering the owner to remove or repair the referenced building, located at 826 Pavne
venue. If the owner fails to comply with the resolution, Public Fiealth is ordered to remove the
buiiding.
Mr. Votel revaewed the staff report. The building was a large commercial building which had been vacant
since 1992. The current property owner was the State of Minnesota Trust Exempt. The building had been
a prohlem in the neighborhood and he recommended demolition.
Brett Larson, Ramsey County Tax Forfeited Properties, appeared and siated that the properry would be
placed for auction in June, 1996. There currenfly were four parties interested in purchasing the building.
He requested that the building not be demolished.
Mr. Strathman questioned whether the buiiding was secure. Mr. Larson responded that he was recenfly
made aware that there was a hole in one of the doors which he planned to have boarded immediately.
Kim Hunter, Fast Side Neighborhood Development Corporation and Payne Arcade Business Association,
appeared and stated that the neighborhood had been dealing with flus biighted building for quite some time
and it was their request to have the building demolished to make way for new construction. They were

concemed the building would be reused as an inappropriate use for this neighborhood. She also pointed
out thaY the building was easily accessible and transients had tived in the buitding, juvenile crime was
prevalent and it had been an overall probtem in the neighborhood.
Mr. Stratlunau stated that he could understand the concerns of the neighborhood, however, demolition of
the building would create a loss to the taxpayers since there were potential buyers interested in purchasing
the building. He recommended this matter be Iaid over to tfie June 18, 1996 Legislative Hearing.
Resolution ordering the owner to remove or repair the referenced buil@ing, located at 682 Fuller
Avenue. If the owner fafls to comply with the reso2ution, Pablic Health is ordered to remove ihe
building.
Mr. Votel reviewed the staff report. The building had been condemned since July, 1993. A code
comp&aace had been done on the properry in September, 1993 and in January, 1994 a permit was issued
to make repairs to the bu�lding, however, that permit had expired.
Ken Cobb, property owner, appeared and stated that lus fattier had owned the building and was now
deceased. His intention was to repair the building.
Mr. Stratlunan stated that he would grant a six month extension to repair the bui�ding if he posted a$2,000
bond, had a code compliance inspection completed and obtained the necessary permits by the Council
meeting on Wednesday, ApriI 24, Z996.
Mr. Votel requested that the property at 833 Selby Avenue be lai@ over to the May 7, 1996 Legislative
Hearin�.
Mr. Strathman recommended lay over.
