WHEREAS, on March 15, 1995, the Ramsey County Department of Properry Records
and Revenue notified the City of Saint Paul that the owner of real property commonly lrnown
as 1331 Maryland Avenue, Saint Pau1, MN had applied for a reduction in valuation of the
subject properry; and
WI�REAS, the Ramsey County Assessor, based upon the said application, has
recommended to the Ramsey County Board of Commissioners that the application for a
reduction in valuatian of the subject properry be granted in the amount of the sums stated 'zn
the letter of Mazch 15, 1996; and
WHEREAS, Minn. Stat. § 375.19 provides that where the requested reduction exceeds
ten thousand ($10,000.00) dollazs, the Ciry must, within twenty (20} days of notice, request a
hearing before the Commissioner of the Minnesota Department of Revenue for the purpose of
objecting to the recommendation of the County Assessor to reduce the valuation of the subject
properry; NOW,
THEREFORE, BE IT RE50LVED, that the Council of the City of Saint Paul does
hereby direct the appropriate City department or officials to immediately take those steps
necessary to object to the reduction in valuation of the properiy commonly known as 1331
Maryland Avenue, Saint Paul, NIN and to request a heazing on the matter befare the
Commissioner of the Minnesota Department of Revenue.

directing that the appropriate City officials take the steps
necessary to object to the reduction in valuation of the property

The above application has been filed with the County Assessor for reduction in assessed
valuation.
The applicant states that a reduction is warranted because of poor condition and high
vacancy rate of this property. Of the eight apartment buildings in this complex, three are
closed due to poor condition and the other five also need major repairs. Both the income
and market approaches to value indicate the current vafue is excessive.

Minnesota Statute 375.192 provides that where the reduction of taxes, costs, penaities, and
interest exceeds $10,000, the city or town and school district where the property is located may
request a hearing before the Commissioner of Revenue to object to the reduction. If your
political subdivision desires a hearing on this application, please send your request to me within
20 days. You may cali me at 266-2104 if you wish further information.
