i WF�REAS, `The City of Saint Paul is in the process of redeveloping the downtown riverfront; and
2 WI�REAS, it is in the best interest of redeveloping the river&ont to atiract recreational users to the riverfront; and
3 WHEREAS, the more exposure the riverfront receives, the greater likelihood there will be that people will
4 appreciate this asset; and
5 VJFIEREAS, the City should encourage private entrepreneurs and businesses to market their wares an the riverfront;
6 and
7 WHEREAS, the City need not invest a great deal of money to encourage private enterprise, and
8 THEREFORE BE IT RESOLVED, that the Office of License, Inspections and Environmental Protection and the
9 Public Works Department explore the possibility of establishing a riverfront "free market zone" on the stretch of
10 Shepazd Road and Wazner Road between Warner Park and Chestnut Road and report back to the City Council by
11 March 31, 1996; and be it
12 FURTHER RESOLVED, that the free market zone will be open to licensed Saint Paul businesses to allow them
13 to sell food, beverages, and other items and will also be open to entertainers, musicians, etc.; and be it
l4 FINALLY RESOLVED, that the free market zone would be scheduled to occur only on designated weekends
5 during the summer.
