WHEREAS, the fIRA of the City of Saint Paul established a procedure for processing applications from applicants
with an e�sting or previous unsatisfactory credit history, ResoluUon No. 95-10/11-2; and
WHEREAS, seventy-one (71) Cycle 2, Neighborhood STAR Progam preapplications were received in the
Department of Planning and Economic Development on Friday, March 1, 1996; and
WHEREAS, twenty-one (21) Cycle 2, Neighborhood Small Grant applications were received on Friday, Mazch 1,
1996; and
WIIEREAS, an adverse lending report has been developed (Attachment A), that is based on responses to a request
for information on any past or present adverse lending relationships between the CiTy of Saint Paul and Cycle 2,
Neighborhood STAR applicants; and
WHEREAS, STAR guidelines require City Council authority to proceed on the processing of the pr�applications
and Small Grant applications that involve an adverse lending relationship;
NOW, TTIEREFORE, BE IT RESOLVED, the Saint Paul City Council accepts the Adverse Lending Report on
Attachment A; and
BE IT FURTHER RESOLVED, that City Council authorizes the Neighborhood STAR Boazd to begin review of the
Neighborhood STAR Small Grant Applications; and
BE IT FURTFIER RESOLVED, that City Council authorizes the submission of final Neighborhood STAR
applications by eligible pre-applicants.

Selby Area CDC was a partner in the Selby Commons Partnership which received a
$100,000 bridge loan to assist Expo Graphics. The HRA report acknowledged this
loan as very risky. A mortgage was put on two parcels of land at 741 and 747 Se(by_
The loan was not paid back and the Partnership asked the City to accept the deeds
in lieu of foreclosure.
A loss of $38,7��, net of land value has been charged off. There is a potential for
additional loss on this loan. It is uniikely that the property, valued at $62,300 at
foreclosure, will be realized upon sale.
