WHEREAS, the City of Saint Paui is committed to addressing concerns related to
medicai services for new refugees in Saint Paul; and
WHEREAS, the City of Saint Paul requires skilled medical staff to provide clinical
services to patients in its Public Health Refugee Health Program; and
WHEREAS, the University of Minnesota, Department of Pediatrics has resources
available to provide the necessary services; and
WHEREAS, a contractual agreement between the City of Saint Paul and the University
of Minnesota will provide for responsible provision of services and utiiization of
resources, and will strengthen agency relationships;
THEREFORE BE IT RESOLVED, that the proper City Officials are hereby authorized and
directed to execute a contract with the University of Minnesota.

INITIATING PROBLEM, ISSUE, OPPORTUNIN (Who. Whay Whan. Where, Why):
The Saint Paul Public Health needs physiciari coverage in its Refugee Health Program. The
Univexsity of Minnesota has agreed that Dr. Satran can provide this service at a rate of
$45.00 per hour during the period of January 1, 1996 through December 31, 1996. This is a
very reasonable rate to obtain physician services and allows for better use of our financial
resources. Dr. Satran has extensive experience working in the Refugee Clinic.
