1 WHEREAS, the City appiied for and was awarded a$250,000 "Mighty Ducks" �.
2 grant from the Minnesota Amateur Sports Commission (MASC) for construction of a
3 two-sheet ice arena on the campus of the College of Saint Catherine, and
4 WFiEREAS, the grant award was conditional upon meeting the fo{fowing criteria
5 as specified by the MASC by February 26: 1) local government financial participation
6 in the form of a$250,000 grant match and 2) an approved project financing and
� construction plan, and
s WHEREAS, the City Council authorized City officials to request a 60-day
9 extension of the February 26 deadline so that the City might have a reasonable
10 opportunity to meet the criteria required by MASC, and

WHEREAS, MASC granted only a 30-day extension and during that time, the
City has completed the following:
1) Meetings with City hockey associations and Ramsey County officials;
2) Reviewed a{1 Ramsey County arenas for site development potential;
3) Developed a preliminary site analysis of the Pleasant and Highland Arena
sites to determine suitability for adding a second arena at both sites;
4) Reviewed a detailed site analysis with cost estimates of the improvements to
the Highland site, and
19 WNEREAS, the site analysis indicates it is possibfe to develop a second sheet
20 of artificial ice and the Highland site that would serve to meet the ice skating needs of
21 the City. -
22 WNEREAS, the City would like to follow up on the possibilities of adding an
23 additional ice sheet at Highland Arena with Ramsey County officials; and
24 WHEREAS, the 30-day extension was not a sufficient amount of time necessary
25 to aiiow the elected officials of the City of Saint Paui and Ramsey County to meet and
2 6 discuss funding options for the proposed arena.

2� NOW, THEREFORE, BE IT RESOLVED, that the City Council authorizes
28 proper City officials to request an extension of thi�ty (30) days from the MASC for
29 meeting the criteria of the conditional grant award, and
3o BE IT FURTHER RESOLVED, that if the extension is granted, city officials are
sl requested to schedule a work session for City Council and County Commission to work
32 out the details of the funding for the Highland Arena addition.

MASC. Substantial progress has been made but additional time is needed to prepare
and review a plan and financing options.
