RESOLUTION ENDORSING THE ESTABLIS�IlI�ENT OF THE FIREFIGHTERS
ASSISTING CHILDREN AND TEENS ON ROUTE (FACTOR) PROGR.AM
1 WHEREAS, the City of Saint Paul is committed to maintaining safe streeu and a safe environment for the City's children;
2 and
3 WHEREAS, there are approximately 85 public and private elementary schools in the City of Saint Paul educating some
4 32,500 students; and
5 WHEREAS, an estimated 14,570, or 45%, of the City's elementary students rely on means other than bussing to get to and
6 from school—including walking, biking and parent transportation, which means some of these children are likely to be
7 unsupervised, alone and potentially vulnerable while en route to or from school; and
8 WHEREAS, the Fire Deparcment, Saint Paul Firefighters Local #21, the Mayor and City Council are supportive of
9 establishing a project to enhance the safety of the Ciry's streers for children and extend the City's philosophy of community
10 policing by putting additional Ciry employees in leadership and higher visibility roles; now therefore be it
11 RESOLVED, that the Saint Paul City Council endorses the establishment of the Firefighters Assisting Children and Teens
12 On Route (FACTOR) Project Co provide aid to schools, parents and the community in keeping the City's children and teens
13 safe while en route from school to home; and be it further
14 RESOLVED, FACTOR will provide an increased safe and adult presence on the streets by deploying firefighters between
15 the hours of 3:00 and 4:00 p.m, to both patrol the public and private elementary school areas within the City which is covered
16 by its seventeen fire stations and to assist the school patrol lines and guards as needed; and be it further
17 RESOLVED, FACTOR will begin by patrolling the neighborhoods surrounding the J.J. Hill Montessori school which
18 experienced a number of shooting incidenu and the neighborhoods on the East Side where there were recently two attempted
19 abduaions; and be it further
20 RESOLVED, FACTOR will operate using 31 vehicles, 11 of which are paramedic units, which are staffed by a total of
21 approximately 120 firefighters and paramedics who aze sworn officers, have completed thorough background checks and have
22 extensive training in handling emergency situations; and be it finally
23 RESOLVED, FACTOR vehicles and staff will remain on-call to all potential emergency situations which may arise elsewhere
24 in the fire company's jurisdiction or in the City.
