i SAINT PAUL AND MINNEAPOLIS CITY COUNCILS
2 WHEREAS, the Summer Youth Employment and Training Program (SYEP) has
3 provided federally funded summer employment for very low income teenagers for thirty years; and
4 WHEREAS, we are very concerned about the trend toward increased violence among our
5 youth; and
6 WHEREAS, the state of Minnesota and local governments value the SYEP program
7 sufficiently to supplement it with state and local funding; and
8 WHEREAS, the youths employed in SYEP help to provide constructive summer activities
9 for thousands of younger inner-city children; and
10 WHEREAS, academically disadvantaged SYEP warkers receive remedial educadon through
11 the SYEP program; and
12 WI�EREAS, the earnings of SYEP workers aze significant supplement to the income of their
13 families and are primarily spent in inner city neighborhood businesses; and
14 WI3EREAS, the SYEP program instills appropriate work habits and attitudes in youths who
15 have very little opportunity to gaitt work experience, as well as exposing them to positive adult role
16 models; and
17 'WHEREAS, a recent study of Minneapolis schooi chiidren found that 86% are interested in
18 "Get a job for money" - outranking "Do recreation activities for fun;" and

19 WHEREAS, the failure to fund this program conveys an e�remely negative message from
20 the nation to inner city youth about the vaiue of their work and their willingness to work; now
21 therefore be it
22 RESOLVED, that the City Councils of Saint Paui and Muiueapolis do hereby request that
23 Congress and the President appropriate funding for the Snmmer Youth Employment Program at at
24 least the 1996 level of $871 million.

INITIATING PFOBLEM, ISSUE.OPPOFNNITY (Who, Whet, When, Where. Why).
The United States Congress will soon be making decisions with regards to the Summer Youth Employment
Program. At stake is $871 million in funding nation-wide, and appro�cimately $5Q0,000 for the City of Saint
Paul. The City of Minneapolis ts also concerned with summer youth funding and is adopting this resolution
through CounciCmearber ]im Nyland's sponsorship.

Approuimately i intome and at-risk City youth will have the opportunity to engage in structure�
educational and employment activities throughout this upcoming summer, thereby reducing the potential for
increased violence in our community.
