WHEREAS, the City Council and the Admiuistration of the City of Saint Paul have
worked closely to develop a comprehensive legislative agenda to be considered as part of the
Saint Paul Legislative Package for the 1996 Legislative Session; and
WIIEREAS, the proposed legislative initiatives have been discussed and forwarded by
the City Council Intergovernmental Relations Committee; now therefore be it
RESOLVED, that the City Council of Saint Paul does hereby recommend to the
Minnesota State Legisiature the passage of legisiation that will include the following
legislative initiatives:
* Provide authority to City to seek compefitive bids for its annual financial audit.
* Provide clarificafion to the requirements of unlawful detainer cases and
maintain integrity of related criminal cases by allowing housing court }udges to
accept police reports into evidence.
* Provide change in statute to no longer require the City to provide unclaimed
aviixials to licensed institutions for scientific research.
* Provide authority to merge the duties and activities of the Civic Center
Authority and the Convention and Visitors Bureau.
* Provide authority to City to issue Community Investment Bonds, which are
used solely for the reconstruction of the Wabasha Street Bridge, for up to 30
yeazs duration.
