Whereas, Pursuant to the provisions of Section 66.216 of the Legislative Code, the Council of the
City of Saint Paul may adopt and amend special district sign plans by resolution; and
Whereas, the Council adopted the "Grand Avenue Special District Sign Plan" by resolution
#281271;and
Whereas, Zoning Committee of the Saint Paul Planning commission held a public hearing at its
meeting on October 26, 1995, after providing notice in the Saint Paul Pioneer Press on October 4, 11, and
18, 1995, on a proposed amendment relating to the Grand Avenue Special District Sign Plan; and
Whereas, the Planning Commission recommended that the amendment to the sign plan be approved;

Whereas, the Council, having conducted a public heazing and heard the statements made, and having
considered the report of staff, the record, the minutes, and the resolution of the Plamiing Commission,
does hereby
Resolve, that the Council of the City of Saint Paul does hereby approve the amendment to the
Grand Avenue Special District Sign Plan to read as follows:

On Grand Avenue ground signs are used prnnarily for businesses in houses that have been
converted to commercial use. In these cases, the front yazd may be the best place for a sign.
However, �ound signs in the front yard change the residential character of such houses and add
clutter to the streetscape.
