96-159��.���€``��f�� Presented By 3� Council File # Green Sheet # RESOLUT{OIV SAINT PAUL, MINNESOTA Referred To Committee: Date 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 29 30 31 32 33 34 35 36 37 38 39 40 41 42 43 AMENDING THE HIGHLAND VII.LAGE SPECIAL DISTRICT SIGN PLAN Whereas, Pursuant to the provisions of Section 66.216 of the Legislative Code, the Council of the City of Saint Paul may adopt and amend speciai district sign plans by resolution; and Whereas, the Council adopted the "Highiand Village Special District Sign Plan" by resolution #86- 1451; and Whereas, Zoning Committee of the Saint Paul Planning commission held a public heazing at its meeting on November 20, 1995, after providing notice in the Saint Paul Pioneer Press on October 27, November 3, and 10, 1995, on proposed amendments relating to the Highland Viliage Special District Sign Plan; and Whereas, the Planning Commission recommended that the amendments to the sign plan be approved; and Whereas, the Council, hauing conducted a pubiic hearing and heard the statements made, and hauing considered the report of staff, the record, the minutes, and the resolution of the Planning Commission, does hereby Resolve, that the Council of the City of Saint Pau1 does hereby approve the amendments to the Highland Viliage Special District Sign Plan to read as follows: Highland Viilage Special District Sign Plan, page 8. Section 7 ADMINISTRATION AND ENFORCEMENT The zoning administrator sha11 enforce the provisions of this Plan as a supplement to Chapter 66, Signs, of the Zoning Code. Whenever a pernut for a sign in the Highland Village Special Sign District is required under the provisions of Chapter 66 of the Zoning Code, such pernnit shall not be issued unless the plans for the sign have been approved by the �� �tiiiii� Administrator as in conformance with this plan and k�-t�ie Chapter 66, Signs. The application shall be accompanied by four (4} copies of plans of sufficient detail to demonstrate that the proposed signs comply with provisions of this pian and sha11 include at least the following: 1. A front elevation (front view) drawing of the sign drawn to scale. This can usually be obtained from the sign company, an architect, or a grapluc arts company. The minimum scale is one inch = one foot. 2. Either a&ont elevation drawing of the building drawn to scale with the proposed sign located on it (minunum scale 1/4 inch = 1 foot) or a photo of the building front. 3. December 1, 1995 MINOR ZONING AMENDMENTS NOVEMBER 1995 WHEREAS, the Saint Paul Planning Commission has determined that considering and recommending monthly zoning amendments to the Mayor and City Council is the most desirable way to keep the zoning code as cunent as possible; and WHEREAS, the Zoning Committee of the Saint Paul Planning Commission held a public hearing on proposed minor zoning amendments concerning brew on premises stores in community business zoning districts, recycling processing centers in heavy industrial zoning districts, maintenance easements for accessory structures in rear yards, regulation of garage heights, and update zoning code language to reflect new staffing responsibilities, at its November 20, 1995 meeting; and WHEREAS, the Saint Paul Planning Commission has deternuned: 1. That the number of real estate descriptions affected by the amendments renders the obtaining of written consent impractical; 2. That a survey of an area in excess of 40 acres has been made; 3. That a determination has been made that the proposed amendments to the Zoning, Code are related to the overall needs of the communiry, to the exis6ng land use, and to plans for future land use; and 4. That pursuant to State Statutes proper notice of the hearing was given in the Saint Paul Pioneer Press on October 27, November 3, and November 10, 1995.
