PURPOSE: To consider a preliminary and final plat request by the Saint Paul Port Authority £or a new industrial park to be known as Crosby Lake Business Park. The new plat will consist of two lots, 5 outlots and a new public right-of-way to be kn.own as Montreal Way and a portion of the extension of Montreal Avenue. The lower portion Montreal Avenue not shown . on this plat will be included in a subsequent plat of the adjoining property. Outlots A and B wi11 be deeded to the City for use as a storm water pond. Outlots C, D, E have torrens certificates and must be noted as outlots for purposes of recording the new plat. Outlots C and D will be included with Lot 1 as part of the sale of the property and outlot E included with Lot 2 as part o£ a future sale or lease. The Port Authority will plat the adjoining property at a later date when site requirements • for new owners or tenants are determined. This preliminary and final plat is required to allow the recording of the subdivision and the dedication of the new public rights-of-way. B. SITE & AREA CONDITIONS: The site is cuYTently vaCant. The propOSed rights-of-way of Montreal Way and Montreal Avenue are paved and the utilities needed for the new uses are completed. The property is zoned 2- 1(industrial) which allows industrial park types of uses. ' C. BACKGROVND: The site was previously occupied by 6 residential dwellings and by Texaco as a tank farm. In 1994, the City Council unanimously approved the rezoning request by the Port Authority to rezone the property from S-3 (commercial) and I-3 (heavy industrial) to I-1 (light industrial) to allow the current development of the site. D. DISTRICT COUNCIL RECOt�IDfENDATTON: The West Seventh/FOrt Road Federation voted to support the development of this site for industrial uses by the Port Authority and supports the preliminary and final plat of the property. E. 1. A1l the applicable provisions of the Legislative Code are complied wi th . City staff have reviewed the proposed preliminary and final plat and determined that it meets all requirements and standards of the City. 2. The proposed subdivision will not be detrimenta2 to the present and potential surrounding land uses. The area surrounding the subdivision can be planned and developed in coordination and compatibility with the proposed subdivision. The surrounding area and the area of the proposed preliminary and final plat are compatible with respect to land uses. 4. The subdivision is in conformance with the Comprehensive Plan. The property is in compliance with the comprehensive plan for this area of the City. 5. The subdivision preserves and incorporates the site's important existing natural features, whenever possible. Existing natural features have been preserved where possible in the plat. 6. ASI 2and intended for building sites can be used safely without endangering � the residents By peril from fSoods, erosion, continuously high water table, severe soil conditions or other menace. The land can be safely developed. 7. The subdivision can be economically served with pub2ic facilities • and services. The property is now served by public facilities and services. F.
