Resolution Clarifying the Qualifications of the
Board of the Neighborhood Sales Tax Program (STAR Board)
WI�REAS, the Board of the Neighbarhood Sales Tax Revitalization Program, also known as the 5TAR
Board, was created by City Council Resolution #94-1049, and
6 WfiEREAS, the resolution lists the qualifications of the members of the board, and
7 WI�REAS, it is necessary to clarify the language of the qualifications in order to better reflect the intent
8 of the council, and the public testimony at the Council meeting of July 20, 1994 provides illumination, now
9 therefore be it
10 RESOLVED, that the Saint Paul City Council declares that from the date of adoption of this resolution
11 all appointments, or reappointments, to the Board and serving in the following categories shall meet the
12 qualifications as followed:

a Capital Improvement Budget Committee representative shall mean a current Capital Improvement
Budget Committee member,
a Planning Commission representative shall mean a cunent Planning Commission member,
16 Community Development representatives shall mean current board members, or staff, of
17 Community Development Corporations serving within the city of Saint Paul, or individuals
18 representative of and with an identifiable affiliation with community development,
19 District council representatives shall mean current district council board member� or a nominee
recommended by an affirmative vote of a District Council,
20 Neighborhood business representatives shall mean owners or operators of neighborhood-based
21 businesses, and be it further

2 Whereas, it is the intent of the Saint Paul City Council to adopt a Neighborhaod Sales Tax
3 Revitalization Program, and
4 Whereas, there is agreement between the Council and the Mayor that there should be a Neighborhood
5 Sales Tax Boazd to advise the Mayor and the City Council on the Program, and
6 Whereas, it is important to begin the open appointment process immediately to aliow the Board to be
7 selected and convene in October, 1994, now therefore be it

Duties of the Board
The primary duties of the Board shall be to cazry out the Neighborhood Sales Tas
Revitalization Program and shall incl�de:
1. To review strategies and pro}ects submitted for funding. For each funding cycle,
recommend a package of projects to be presented to the Mayor and City Council for
approval.
7 2. To identify, evaluate and recommend additional funding sources or financing vehicles to
8 leverage and maximize sales tax doIlars.
9 3. To establish a subcommittee structure and administrative procedures consistent with the
10 CiL}�s Administrative and Legislative Codes, ' and the
11 program guidelines as adopted.
12 4. To continue to define and recommend modifications to these policies and procedures
13 which guide the use of these funds consistent with the program guidelines and selection
14 process outlined below.

powets and Duties : The primary duties of the Board sha11 be to carry out the
Neighborhood Sa1es Tax Revitalization Program and shall
include:
Size
1) To review strategies and projects submitted £or funding.
For each funding cycle, recommend a package of projects
to be presented to the Mayor and City Council for
approval.
2) To identify, evaluate and recommend additional funding
sources or financing vehicles to leverage and maximize
sales tax dollars.
3) To establish a subcommittee structure and administrative
procedures consistent with the City's Administrative and
Legislative Codes and the program guidelines as adopted.
4) To continve to define and recommend modifications to
these policies and procedures which guide the use of
these funds consistent with the program guidelines and
selection process outlined below.
5) To provide an Annual Report to the Mayor and City
Council.

City of Saint Paul
The membership shall represent a geographic balance within
the City, have at least one labor representative, and all
� be Saint Paul residents. The Mayor shall appoint the
initial chair for a one-year term.
Term : 3 year terms
Compensation : None.
Meetings : Meet once a month. Meetings can be three hours long, to a
half a day. Due to a concentrated schedule, board may
meet for four months, with infxequent meetinge during the
rest of the year.
