1 WHEREAS, the Saint Paul Winter Carnivai is an annual tradition in the City of Saint Paui; and
2 WHEREAS, this year King Boreas LX has declared that there be a giant snowslide at the State Capitol
3 Mall; and
4 WHEREAS, to accommodate the snowslide, the parking meters on Cedar Street ha�e been hooded,
5 resulting in a loss of revenue; and
6 WHEREAS, the Winter Canuval creates a benefit to all citizens of Saint Paul, proving to all tlze world that
7 we, a hardy people who not only can tolerate the worst winters, but celebrate it--a clear public purpose;
8 THEREFORE, BE IT RESOLVED that the City Council supports the public purpose of the Winter
9 Carnival and requests that the Administrarion does not charge the organizers of the Winter Carnival any
10 fee for temporarily restricting the parking on Cedar Street.

in conjunetion with the Saint Paul Winter Carnival.
The Winter Carnival creates a benefit to all citizens of Saint Paul and the snowslide
is an immettse enjoyment to all.
Parking meters on Cedar Street have been hooded, resulting in a loss of revenue.
