This issue is siated for a public hearing before the city council on January 31. This action was taken in response to concerns from neighborhood residents, one of whom has been an RNCW board member for the past five years and whose property abuts the rental hali. He and other residents around the hall have been regularly affected by late weekend night disturbances at the hall, many times long after the hall is to be closed. As you know, you have also made appearances in the early morning hours when events in the hall have sQilled onto the sueets and property surrounding the haii. Also present on numerous occasions have been Bob Kessler, head of the licensing division, and the police. Over a three year period, 1993-1995, the St. Paul Police DeparUnent has records of 31 calIs to the hall. Standing alone, those numbers are not out of the ordinary. However, on four dates, the police were called back more tfian once to the same event. For example, on April 3, I994, the police were called to the hail at 7:02 p.m., 8:58 p.m., and 11:51 p.m. On three other occasions, as late as November I2, 1995, the police were called twice within a matter of a couple of hours or even a few murutes. Because of questionable contract practices, staff not seeming to be awaze of rules and city ordinances, apparent violations of contracts and city ordinances, noise, fights, injuries, litter from broken ]iquor and beer bottles, parking problems, increased tra�c, events lasting until 4 a.m., public drinking outside of the hall in residents' yards, on the sidewalks, in pazking lots and in cars, minors being served and clrinking alcoholic beverages, urinating Sn public, and public exposure, the Riverview Neighborhood Crime Watch boazd of directors believes it would nat be in the best interests of the community to grant a dance or rental hall license to the owners(operators of the Smith Avenue Rental Hall.
