B. PROGRAM ABSTRACT (Page Two) 1. BRIEF summary of the Project A comprehensive package of services wili be provided to 150 Loral Defense Systems dislocated workers that have, and wiil be affected by the Shepard Road facility closing. Services wilt include case management, appiicab�e skifis updating or acquisition through fraining, and necessary supportive senrices during tfiis important transitional time. Through a worker survey, and Emp(oyee Management Committee (EMC) direction, a projecf plan has been developed fo address the needs of this dislocated worktorce in an effective and efficient manner. Service delivery will be further enhanced through regional coordination between the City of Saint Paul, and Ramsey and Dakota County Sub-State Areas. This will provide participants flexibility to access services at locatians most convenient to them. 2. BRIEFLY describe the need for this project Thousands of manufacturing and technician jobs have been eliminated over the past decade. New technologies, consolidation, restructuring of large companies and defense downsizing are major contributors to changes in the computer and defense industry. Dislocated Loral Defense Systems workers have skilis that are employer specific and lack the diversification required in today's labor market. This workforce will require varying degrees of enhancement of current skiits and acquisition of new skips in order to successfully re-enter the Iocai job market. Without this program, these workers wi(I face serious di�culties in securing new employment af a comparable wage. 3. Indicate the number of workers most in need and the services to be provided Employment related services wi�l be provided to approximately 150 workers to include outreach and recruitment, transitional skills seminar assisfance, assessment, case management, career and vocational counseling, vocational training, classroom training, job seeking skills training, job placement assistance and appropriate supportive services. Through a recent worker survey, 90% of respondents are over 40 years of age, 70% have been employed at Loral for at least 25 years, and 53% are unsure of employment prospects in their current occupational field. 4. Briefly describe community planning and coordinatlon for the project Cooperative planning for this project was initiated by the City of Saint Paui, SSA #8; Dakota County, SSA #10; and Ramsey County Job Training, SSA #11; on request from the Loral Defense Systems Employee Management Committee (EMC).
