WI-IEREAS, The Saint Paul Division of Parks and Recreation holds a 3.2 beer and wine j
license for the City's Harriet Island Park; and 2

WHEREAS, Section 19, Chapter 554, Minnesota Laws 1990 pursuant to Minnesota Statutes 4
1988, Chapter 654.021 allows the Division of Parks and Recreation, with City Council 5
approval, to se11 wine and 3.2 beer at events sponsored by the Division of Parks and 6
Recreation; and ]

WHEREAS, International Graffiti Inc. will operate all concessions for the Lallapalooza 9
Festival, scheduled to be held at Harriet Island Park on Friday, July 14, 1995; 10

NOW THEREFORE BE IT RESOLVED that the International Gra£fiti may use the Division of 12
Parks and Recreation licenses to sell 3.2 beer and/or wine at the Lallapalooza Festival 13
under the following terms and conditions: 14

l. Sa1es sha11 occur only between the hours of 11:00 a.m. and 10:00 p.m. 16

2. That prudent care will be taken to insure that all sales are made to persons age 21 j$
and over. j9

3. That proof of age for purposes of purchasing, possessing or consuming 3.2 beer and/or 2],
wine will be required by the issuing of nonremovable arm bracelets to individuals who 2Z
have verified by valid driver's license or identification care that they are the age 23
of twenty-one (21) or over. 2¢

4. That prudent care will be taken to insure that no sales are made to individuals who 2(
are or appear to be intoxicated. 2]

5. That International Graffiti shall, at all times, comply with al1 State of Minnesota 29
and City of Saint Paul ordinances, 1aws, and statutes pertaining to the sale of wine 30
and 3.2 beer. 3j

6. That International Graffiti shall provide liquor liability insurance in the amount of 33
One Million Dollars ($1,000,000.00) for the date of the festival. A certificate of 34
insurance naming the City of Saint Paul an additional insured sha11 be provided to the 35
City Attorney's Office prior to any sale of 3.2 beer and/or wine. 3(7
