WI�REAS, Graphic E�ibits, Inc. has requested that the City Council change the name of Lafond Avenue to
Pennsylvania Avenue between Rice Street and Como Avenue in order to make the street easier to locate; and
WI�REAS, the Saint Paul Heritage Preservation Commission, authorized by Chapter 73 of the Saint Paul
Legislative Code to review proposed street name changes, recommends approval of the proposed street name
change; and
WI�REAS, the Sanrt Paul Heritage Preservation Commission, upon evidence presented at an Apri127, 1995 public
hearing on said request, made the following findings of fact:
8 1. The subject street is an isolated, one block long stretch of Lafond Avenue, which runs easUwest. To the
9 east, across Rice Street, is Pennsylvania Avenue. To the west is the Como Avenue/Marion Street/Lafond Avenue
10 intersectioq beyond which is Scheffer Playground. Lafond may have, at one time, continued across what is now the
I 1 playground. Lafond Avenue resumes on the west side of the playground at Galtier 5treet and continues several
12 miles to the west to its temvnus at Fairview Avenue.
13 2. According to Donald Empson's book On the Street Where You Live, Pennsylvania Avenue was named in
14 1856 for the state. Of Lafond Avenue, Empson writes that:

16 moved to Saint Paul in 1851 where he dealt in real estate with Auguste Larpenteur and Alexander Ramsey. I3is

18 3. Although the nazne "Lafond" has a greater significance and relationship to the city's history than the name
19 "Pennsylvania", the proposed name change is a logical one because of the azrangement of streets in the area. The
20 subject stretch of street is a logical extension of Pennsylvania Avenue and is cut off from the rest of Lafond Avenue.
21 If the street name is changed, the vast majority of Lafond Avenue will remain, with name unchanged, in
22 recognition of the man who platted it.

WIiEREAS, the Saint Paul Heritage Preservation Commission is authorized by Chapter 73 of the
Saint Paul I,egislative Code to review proposed street name changes; and
WFIEREAS, Graphic Exhi6its, Inc. has requested that the City Council change the name of Lafond
Avenue to Pennsylvania Avenue between Rice Street and Como Avenue in order to make the street
easier to locate; and
WHEREAS, HPC Resolution #88-3, dated April 14, 1988, states "the following criteria for HPC
review of and tecommendations on street name changes:"
1. The relationship of both the existing and proposed names to the city's cultural, social,
economic, and political history;
2. The significance of both the existing and proposed names and iheir relationship to the
location and prominence of the street; and
3. The representation of both the existing and proposed names in the names of other
places, buildings, and objects in Saint Paul; and
WHEREAS, the Saint Paul Heritage Preservation Commission, based upon evidence presented at its
April 27, 1995 public hearing on said permit apptication, made the following findings of fact:
I. The subject street is an isolated, one block long stretch of Lafond Avenue, which runs
easdwest. To the east, across Rice Street, is Pennsylvania Avenue. To the west is the Como
AvenuelMarion StreetlLafond Avenue intersection, beyond which is Scheffer Playground.
Lafond may have, at one time, continued across what is now the playground. Lafond Avenue

A. SITE DESCRIPTION: The subject site is a public street approximately 550 feet in length with
three commercial strucNres and a residential structure on the north side and one commercial
structure and six residentiai structures on the south side.
B. PROPOSED CI�ANGES: The applicant is seeking Ciry Council approval to change the name of
one block of Lafond Avenue, between Como Avenue and Rice Street, to Pennsylvania Avenue.
Co CITATIONS: Section 73.04.14 of the Legislative Code, Powers and duties of the commission,
states:
Street nome changes. The commission shall review and comment on any proposed name
change for a Saint Paul city street which has had its current name for fifty (50) yeazs or
more pr3or to action on the name change by the ciry council. In their review of and
recommendation on such street name changes, the commassion shall utilize guidelines and
criteria as adopted by the commission on Apri1 14, 1988.
HPC Resolution #88-3, dated April 14, 1988, states "the following criteria for HPC review of
