WHEREAS, Chapter 264, Article 3, Section 38, Laws of Minnesota 1995, entitled "Rental Tax Equity;
Saint Paul Pilot Project: was dufy adopted and approved by the Council of the City of Saint Paul,
Council File number 95-698; and
WHEREAS, the Mayor and the Council of the City of Saint Paul have authorized the Housing
Information Office to administer the pilot project; and
WHEREAS, the Housing Information Office has established Activity 30137, in its budget for authorized
financing and spending for the pilot program; and
WHEREAS, the Mayor pursuant to Section 10.07.1 of the City Charter, does certify that there are
available for appropriation revenues in exce of those estimated in the 1995 Budget; and
WHEREAS, the Mayor recommends the following changes to the 1995 budget;

Whereas, Twin City Storm and Sash, on behalf of Dennis Louie, 586 Laurel
Avenue, Saint Paul, Minnesota, made application to the Heritage Preservation
Commission for a pernut to permit to install white aluminum soffits, fascia and gutters
pursuant to the provisions of the Saint Paul L,egislative Code for property located at 586
Laurel Avenue, legaily described as Lot 5, Block 7, Woodland Park Addition; and
Whereas, The Commission conducted a public hearings on May 25, 1995 and June
8, 1995, after having provided notice to affected property owners. The Commission, by
its Resolution 2343, dated June 8, 1995, decided to deny the application for building
pemut to install aluminum soffits, fascia and gutters based on the following findings and
conclusions:
1. The applicant proposes to wrap the e�usting wooden soffits and fascia on
the sides, rear, and front gable of the structure with white aluminum. The
wooden eaves on the two-story front porch would remain as is. According
to the applicant/contractor, the e�usting soffits and fascia are in good
condition but need painting. According to the properTy owner, the existing
fascia boards are rotted, resulting in problems with attimals, and fascia
replacement with new wood and soffit repair would be cost prohibitive--in
excess of $10,000, excluding painting. The e�sting soffits appear to be in
reasonably good condition, though some replacement may be necessary.
The cost of the proposed work is $4,548, including new gutters.
2. The applicant has already installed the aluminum soffit and fascia on the
west side of the structure, in spite of numerous warnings from the property
owner about the need for a building permit and inquiries about its
procurement. According to the property owner, he had been assured by
the applicant that a permit had been pulled.
3. Tt�e proposed alteration does not conform to the Hill District guidelines
which call for retention of original materials and, if necessary, replacement
with materials matching the original. The proposed material differs from
the original in composition, design, profile, and appearance. The existing
soffit boards run parallel to the exterior wails; the profile of the aluminum
soffits are perpendicular to the walls. The fascia moldings are also
covered.
Whereas, Pursuant to the provisions of Section 73.06, Dennis A. Louie duly filed
with Yhe C`ity Council an appeal from the determination made by the Heritage
Preservation Commission, requesting that a hearing be held before the City Council for
the purpose of considering the actions taken by the said Commission; and
