THE COUNCIL OF THE C Y OF SAINT PAUL DOES ORDAIN:
Section 1. That Ordinance No. 13537, proved January 31, 1967, is hereby amended by
deleting the following from Sec. 2, Subtractio (3), thereof:
RAYMOND AVENUE - Hampden Avenu to Territorial Road
Section 2. This Ordinance shall not be rinted as part of the Saint Paul Legislative Code but
shall be incorporated therein by reference.
Section 3. This Ordinance shall take eff ct and be in force thirty (30) days from and after its
passage, approval and publication.

RAYMOND/HAMPDEN
TRUCK COUNT SURVEY SU ARY
On August 25th, 1994 a truc count survey was conducted at the
intersection of Raymond Aven ' and Hampden Avenue. Two specific
locations at this intersection ere observed. The first being on Raymond
just south of Hampden and th other being on Hampden just east of
Raymond. From 6:00 A.M. to :00 P.M., all trucks weighing greater
than15,000 Ibs. which passed these locations were tabulated. These hours
were observed because very ittle truck traffic exists on either Raymond
Ave. or Hampden Ave. between 8:00 P.M. and 6:00 A.M. Also, St. Paul's
truck route ordinance only eff cts trucks which exceed 15,000 Ibs. rated
gross weight. Vehicles 15,00 Ibs. and under may legally travel on any
roadway with the exception of city parks and restricted parkways.
The total number of trucks th t traveled Raymond during this time period
was 322 vehicles. During this same time period, the total number of all
vehicles (passenger cars and II trucks) that traveled Raymond was 8,050
vehicles. Therefore, from 6:00 .M. to 5:00 P.M., trucks that are over
15,000 Ibs. represents 4.0% o all vehicles that traveled on Raymond south
of Hampden.
The total number of trucks th t traveled Hampden during this time period
was 278 vehicles. During this same time period, the total number of all
vehicles (passenger cars and II trucks) that traveled Hampden was 3,700
vehicles. Therefore, from 6:00 A.M. to 8:00 P.M., trucks that are over
15,000 Ibs. represent 7.5% of all vehicles that traveled on Hampden east
of Raymond.
If Raymond south of Hampden were to be removed from the commercial
vehicle route, the majority of rucks that are greater than15,000 Ibs.
that currently travel Raymond ould now be routed onto Hampden. This
would result in an estimated i crease of truck traffic on Hampden from
278 vehicles to 488 vehicles. his number assumes that 20% of the
trucks presently traveling Ray ond would travel on other nearby
commercial routes. Therefore commercial truck traffic on Raymond
would consist only of those tr cks that service businesses located on
Raymond, while on Hampden, commercial truck traffic would increase
from 7.5% of all vehicles to 1.2 % of all vehicles.

I strongly support the ordin ce change to eliminate two blocks of Raymond
Avenue as a truck route. This is residential area between two industrial areas. I
have attached a map showing the roposed change. As you can see, trucks have many
alternatives in the area, including ampden Avenue and Highway 280 for north-south
traffic, and University Avenue, Te 'torial Road and Energy Park Drive for east-west
access. It is expected to cause al inconvenience to truckers.
The change was requested the Sai.nt Anthony Park Community Council and
is supported by the Midway Cham er of Commerce. It is opposed by Abe Rosenthal
of the Minnesota Transport Servic s Association.
The Public Works Departm nt studied the change in the ordinance and
supports it. They have provided y with information in the Council packe�

* The Raymand Univer ity Gateway will include lights, trees, bumpouts and
facade improvements, and construction starts soon.

Problems:
1. Declining sales overall.

3 pad sites with drive throughs. They proceeded with 3 pad sites without
drive-throughs over ac's objections (who wanted 2 pad sites). Louis Henry,
the owner, is willing t join Midway Chamber of Commerce. Facility would have
face-to-face drive-thr ugh. They're planning to meet with D 13, D 11, MCC, etc.

City informally agrees. Barton Aschman, indpt consultant, was hired to analyze
traffic. They estimate net impact would be 1% of traffic at the intersection daily.

some City officials hav said that starting and stopping car engines is worse

into the Midway Shopping Cen er outlot site.
